Reduction Of Overlapping Problems Between Kongtong Mountain Scenic Area And Taitong

With the development of society and economy,the demanding of tourism is increasing,and the contradiction between the exploitation and utilization of tourism resources and the protection of natural resources is increasing day by day.In order to strengthen the development,protection and management of natural resources,China has established a variety of natural protected areas,such as nature reserves,scenic spots,geological parks,forest park,etc.,resulting a variety of natural protected areas overlapping in the same geographical space,which lead to a lot of conflicts in the planning period,planning scope,planning goals and the protection partitions,etc.This article through to the domestic and foreign related literature research,field view,scenic areas and nature reserves overlap of qualitative analysis,and establish ecological suitability evaluation system and methods of analysis Arc GIS software,analysis the root cause of the conflict between nature reserves and scenic spots,conflict and puts forward corresponding solutions,and take the Kongtong mountain scenic area and Taitong-Kongtong mountain nature reserve as the research object,respectively,from the planning period,the scope,objectives and protection partition,etc.,analyzing the problems existing in the concrete,on the basis of the analysis,The technical route of unified planning duration,scope,overall planning objectives and coordinated protection zones is proposed,and a coordinated implementation mechanism is constructed from the aspects of management,laws and regulations.The main conclusions are as follows:(1)Through to the scenic areas and nature reserves and regulations system differences and differences of administrative system,this paper compares and analyzes that cause the Kongtong mountain scenic area and too system,the fundamental cause of Kongtong mountain nature reserve is the allocation of resources is not balanced and the finance management is not clear,performance limits of protected areas defined for each planning and protection measures,as well as to the rational development and utilization of natural resources and protection of the direction is not clear,and so on.(2)The conflict of protection planning of Kongtong Mountain Scenic and historic area and Taitong-Kongtong Mountain Nature Reserve is mainly reflected in the following aspects:(1)Planning period: mainly the difference between the planning starting year and the planning target year.(2)Planning objectives: mainly by the protection of objects and functional positioning of the difference caused by.(3)planning scope: by the establishment of the level,time and objectives of the different factors and the generation.(4)Protection zone: by the planning based on the regulations,norms of the control requirements are different and caused by.(3)Based on the conflict analysis of the planning period,scope,target and protection partition,the technical route of planning coordination was proposed,and the Arc GIS software platform was used to propose the coordination planning method of protection partition based on ecological suitability assessment.In addition,the coordination and implementation mechanism of Kongtong Mountain scenic and historic interest area and Taitong-Kongtong Mountain nature reserve are constructed from four aspects of realizing management docking,perfecting law system and strengthening supervision and law enforcement.
