Study On Problems In Water Environment Management In Jingou River Basin Under The Background Of River Head System

In recent years,China has implemented the River Head System policy nationwide,and issued a series of documents to promote the implementation of policies to facilitate better water environment governance in the basin.As a very important part of the construction of ecological civilization,the water environment management of Jingou River is related to the happiness of the people in Shawan County and the sustainable development of the Jingou River.Under the background of the implementation of the river head system,the water environment quality of the Jingou River has been continuously improved,but the effect is not stable,and better solutions are still needed.Based on the collected literature,this article focused on the implementation of the river head system in the Jingou River Basin,and tried to understand and analyze current situation of water environment management of Jingou river under river head system.The study distributed 120 questionnaires to the staff and workers of the Bureau of Jingou River Basin Administration,with a recovery rate of 100%,and interviewed 10 relevant personnel.The results were analyzed and summarized from five aspects: water environment,water ecology,water environment management,watershed engineering infrastructure and public participation.It was found that there were four problems in the management,of water environment in Jingou River basin under river head system,namely,the imperfect management system and mechanism,the water pollution and water quality being not optimistic,management of water environment project infrastructure being still weak,and the soil and water loss being serious.The reasons were that the river head system was not deeply embedded in water environment management,insufficient implementation of the river head system policy,insufficient financial guarantee which affected the construction of supporting facilities of the project,and insufficient public participation.In view of the problems and causes found,together with actual conditions and successful experience in water environment governance at home and abroad,the study proposed under the river head system,five countermeasures and suggestions for related project construction to improve the system and mechanism of river basin governance,strengthen law enforcement for water pollution control,to speed up the water environment governance project construction,to speed up ecological recovery and reduce soil loss,to strengthen publicity and public participation.
