Satisfaction Evaluation Of Rural Living Environment Renovation Based On Farmers’ Participatory Management In Xinjiang

At present,problems such as insufficient participation of farmers and shortage of funds for rural special renovation always exist.The CPC Central Committee attaches great importance to the renovation of rural human settlements.The three year action plan for the renovation of rural human settlements and other documents point out the direction for the renovation of rural human settlements and provide policy guarantee for local governments to implement the plan.It is an important step to seriously implement the rural human settlement environment improvement policy and speed up the improvement of rural human settlement environment to solve the people’s livelihood problems in Xinjiang.However,various factors such as Xinjiang’s vast territory,small-scale villages,non centralized distribution,and farmers’ weak sense of participation make the task of promoting rural environmental improvement heavy and difficult.Therefore,it is necessary and urgent to study the improvement of rural human settlements in Xinjiang.In this paper,through the analysis of participatory management theory,rural people’s living environment related theoretical knowledge,combined with the actual situation of rural human settlements in Xinjiang,we established a suitable rural human settlements satisfaction evaluation system.Using the methods of questionnaire survey,AHP and fuzzy comprehensive evaluation,this paper analyzes the satisfaction evaluation values of the overall improvement,active participation and inactive participation of the rural residential environment in Xinjiang,and draws conclusions and puts forward suggestions for improvement.The results of empirical analysis show that the overall evaluation value of satisfaction of rural human settlements in Xinjiang is 3.382,which can be divided into basic satisfaction according to the evaluation criteria;(3.796)was close to satisfaction,and(2.882)was dissatisfaction.The conclusions are as follows:(1)the improvement of rural human settlements in Xinjiang needs to be further improved.(2)Whether farmers participate in environmental remediation is an important factor affecting their satisfaction.The satisfaction evaluation value of farmers who actively participate in environmental remediation is higher than that of the overall farmers,while the satisfaction evaluation value of farmers who do not actively participate in environmental remediation is lower than that of the overall farmers.(3)Rural domestic sewage and garbage treatment need to be focused on,and the satisfaction evaluation of domestic sewage and garbage treatment farmers is relatively low,which is close to dissatisfaction.This paper proposes:(1)encourage farmers to participate in the management of rural human settlements,improve farmers’ satisfaction.(2)Strengthen the publicity of environmental remediation work to promote the remediation action effectively.(3)Strengthen rural domestic sewage treatment efforts.(4)Raise funds through various channels to improve rural infrastructure.
