The Research Of The Impact Of Environmental Regulation On Inter-regional Transfer Decision Of Pollution Enterprises

Behind our country’s rapid economic development highlights the serious environmental problems.It also prompted the eastern developed region which rapid development rely on the secondary industry to speed up the pace of industrial restructuring to curb environmental problems continue to deteriorating.Due to the uncoordinated development of the eastern and western regions of our country,under the system of fiscal decentralization,the central and western regions of our country are trying to attract investment by sacrificing the environment to accelerate the regional economic development.Pollution industries inter-regional transfer came into being.At present,the inter-regional industrial transfer developed rapidly in our country and has become an important way for the coordinated development of regional economy.The existing researches on industrial transfer are mainly divided into two aspects:(1)Under the background of international industrial transfer,analyzed the dynamic factors of industrial transfer;(2)Analyzed the current situation and future trend of pollution industries at home and abroad by empirical methods.From the existing research can be drawn,environmental regulation is an important factor in the transfer of pollution industries.Most of the studies on environmental regulation are based on empirical methods to study the impact of environmental regulation on the behavior of enterprises and governments,and lack of using evolutionary game model to research the decision-making behavior of enterprises and local government.With the magnitude of the residents participate in the environmental protection becomes more and more strong,the public participation in environmental protection as an informal environment for the transfer of enterprises has also been included in the scope of the study gradually.Based on the literature review,this paper constructs an evolutionary game model from two aspects:formal environmental regulation(local government policy)and informal environmental regulation(public participation in environmental protection),and analyzes the impact of formal environmental regulations and informal environmental regulations on the decision process of game subject.The content of this article is divided into six parts:Introduction,related theories and literature review,the mechanism of inter-regional transfer of pollution industries,the impact of formal environmental regulation on inter-regional transfer decision of pollution enterprises,the impact of informal environmental regulation on inter-regional transfer decision of pollution enterprises,the research conclusion and prospect.Specifically,the main contents of this paper are summarized as follows:Firstly,by studying a large number of domestic and foreign literature,we conclude and review the background and theoretical origin of environmental regulation,the classification and evolution of regulatory tools,the existence of pollution shelters,the influence factors and trend of industrial transfer,and the impact of environmental regulation on industrial transfer.And put forward the research theme of this article in combination with practical significance.Secondly,the internal mechanism of the inter-regional transfer of pollution enterprises is divided into thrust,tension and resistance,the theory of these three types of transfer force is described in detail.And through the theory of enterprise profit space and push-pull model,the action mechanism of three kinds of forces is theoretically analyzed.Combined with the characteristics of pollution enterprises,analyzing the impact of environmental regulatory gradient difference on the allocation of capital.Furthermore,based on the classification of environmental regulation,the influences of formal environmental regulation and informal environmental regulation on the inter-regional transfer decision-making of pollution enterprises are studied respectively:(1)The behavior pattern of the district government of transfer-out and the district government of transfer-in are divided into two parts.The evolution model is constructed from the cooperation game between the two local governments.Under the background of cooperative game between the two regions,the decision-making of government and enterprise are analyzed,and the results of the game are qualitatively analyzed by numerical simulation.(2)Defining the public participation in environmental protection as the informal environment regulation of the transferred enterprise.Constructing the evolutionary game model of the public and the transferring enterprise,and using the Matlab software to carry out numerical simulation to qualitative analyze the game results.Finally,we summarize the main conclusions and contributions of this article,and points out the shortcomings and the future research content and research direction can be supplemented.
