Research On The Legal Issues Of Prevention And Control Of Solid Waste In Rural Areas Of China

With the rapid development of agricultural economy and the acceleration of urbanization,the issue of rural ecological environment has been put on the agenda gradually.Based on the actual situation,rural pollution discharge mainly comes from rural solid waste.Therefore,the prevention and control of solid waste pollution in rural areas plays an important role in solving the environmental problems in rural areas.There are many reasons for the formation of solid waste pollution in rural areas,such as: villagers have not formed the awareness of protecting the rural environment,township enterprises are not up to the standard discharge,solid waste imported from cities to the countryside,etc.However,the legal system for the prevention and control of solid waste pollution in rural areas has not been improved,the prevention and control measures have not been implemented in practice,and the main responsibility for the prevention and control is not in place.Therefore,it is of great significance for China’s rural ecological environment protection to find deficiencies from the current situation,improve and perfect the legal system of rural solid waste pollution prevention and control,and put forward feasible prevention and control measures.Based on the empirical analysis of China’s rural solid waste,this paper adopts comparative analysis to study the prevention and control of solid waste in the United States,Japan and Germany,three developed countries,and absorbs the effective institutional measures for the prevention and control of rural solid waste pollution in China on the basis of drawing on the advanced experience outside the region.Finally,based on the actual development of China’s rural areas,this paper puts forward Suggestions on the prevention and control of solid waste pollution in China’s rural areas.Under the premise of establishing scientific legislative guidance,the legal system of solid waste pollution prevention and control in China’s rural areas should be improved and effective prevention and control measures should be implemented.Second,Implementing a clean system for agricultural production;third.Establish a rural solid waste recovery and reuse system;Fourth,the establishment of rural solid waste prevention and control funds guarantee mechanism,so as to promote the protection of China’s rural ecological environment.
