Study On The Response Traffic Emergency In Pearl River Estuary

The Pearl River estuary is an area with high density and high flow of water traffic in South China.It is located in the intersection area of the north-south route,the coastal and Pearl River inland access routes,and the Pearl River inland waters and the direct waterway between Hong Kong and Macao.The core concepts used in this paper are 4R crisis management theory and holistic government theory.When analyzing the response to traffic emergencies on the Pearl River Estuary,it also starts from the four stages of "reduction","preparation","response" and "recovery".It summarizes the experience of accidents over the years and its own work experience from the aspects of organization level,department cooperation,human factors,natural factors,decision-making system,equipment factors,etc Based on the analysis of the management of traffic emergencies in the Pearl River Estuary,it is found that human factors account for a large proportion of the accidents,and natural factors limit the normal passage of ships in a short period of time.However,since 2019,the upgrading of the waterway has been carried out in sections,and the situation has been improved.The VTS in the Pearl River estuary is currently being upgraded,Although the construction period is delayed due to the epidemic,the influence of equipment factors will gradually improve.In view of the human factors and the decision-making system,we hope to strengthen the inspection of labor conditions,making full use of the cooperation between the maritime department and the human resources and social security administrative department,improve the crew’s living and working conditions,so as to enhance the crew’s sense of existence and happiness index.The ultimate goal is to control the influence of human factors;To optimize the distribution of emergency forces and vigorously develop social assistance forces is to enhance the participation of shipping elements in the Pearl River Estuary in the face of crisis through the participation of a small number of volunteers;Establish "decision-making system" and use typical case analysis to improve the decision-making ability of law enforcers;Using the holistic government theory to sort out the responsibilities of institutions,strengthen the cooperation of law enforcement agencies,improve the emergency response speed of functional departments,enhance the safety awareness of shipping companies,and reduce the phenomenon of slowing down the rescue speed caused by overlapping functions;The ship planning and forecasting platform of Guangzhou VTS center is constantly improving in the process of exploration.At present,the navigation order of the Pearl River Estuary has been improved to a certain extent.However,the content specification and the plan declaration in the emergency stage still need to be strengthened,so as to better alleviate the traffic congestion caused by the recovery stage.
