| On September 18,2019,Xi Jinping of General Secretary listed ecological protection and high-quality development of the Yellow River basin as a major national strategy at the forum on ecological protection and high-quality development of the Yellow River basin.The Inner Mongolia reach of the Yellow River Basin is not only an important producing area of agricultural and animal husbandry products in China,but also an important base of energy,chemical industry,raw materials and basic industry in China,but the six cities in the river section have also given rise to some problems,such as unbalanced and inadequate economic development,unreasonable industrial structure,lack of green civilization education,low utilization rate of water resources,high intensity of energy consumption,fragile ecological environment and so on.Therefore,persisting in building a green industrial system,reasonably regulating the relationship between water and sediment and improving the efficiency of green economy should be the inevitable choice for ecological protection and high-quality development in Inner Mongolia reach of the Yellow River Basin.On the basis of absorbing and drawing lessons from the existing research results,the paper first chooses the BCC model as the traditional economic efficiency measurement model,selects the SBM model with unexpected output as the green economic efficiency measurement model,focuses on the three industrial wastes,and brings environmental pollution as unexpected output into the calculation of green economic efficiency,and makes a comparative analysis of the measured traditional economic efficiency and green economic efficiency.Look for the logic behind the difference between the two.At the same time,it also carries on the time dimension analysis and space dimension analysis to the green economy efficiency.Secondly,the paper fully selects the influencing factors from the four dimensions of economic development,social development,natural resources and ecological environment,and uses the panel Tobit model to analyze the factors affecting the green economic efficiency of the Inner Mongolia reach of the Yellow River basin,to find out which factors have significant effects on the green economic efficiency,and puts forward measures and suggestions to improve the green economic efficiency of the Inner Mongolia reach of the Yellow River basin.The main conclusions of this paper are as follows: first,the average green economic efficiency of the six cities in the Inner Mongolia reach of the Yellow River basin is lower than that of the traditional economic efficiency,and the traditional economic efficiency which does not consider the unexpected output in the past obviously overestimates the efficiency of the economic system;second,from 2010 to 2014,the average green economy efficiency of six major prefecture-level cities in Inner Mongolia experienced a fluctuation between 0.70 and 0.9.From 2015 to 2018,the green economy efficiency of six cities showed a trend of increasing year by year,reaching a maximum of 0.9141 in 2018;third,the order of the average green economic efficiency of the six cities in Inner Mongolia is as follows: Wuhai > Hohhot >ererduosi > Bayannaoer > Wulanchabu > Baotou;fourthly,there is a "U" relationship between economic scale and green economic efficiency,that is,with the continuous development of economy,the efficiency of green economy decreases first and then increases;fifthly,the proportion of the secondary industry,the level of urbanization and the production energy consumption will inhibit the improvement of the green economic efficiency of the Inner Mongolia reach of the Yellow River Basin;sixthly,the proportion of the tertiary industry,the per capita water resources,the comprehensive standard rate of water quality,soil erosion control and pollution treatment can promote the improvement of the green economic efficiency of the Inner Mongolia reach of the Yellow River Basin.In order to further improve the efficiency of the green economy in the Inner Mongolia reach of the Yellow River basin,it is necessary to optimize the industrial structure,build a green industrial system;reasonably plan the process of urbanization,cultivate the concept of green civilization;carry out special treatment of river water pollution,strengthen the saving and intensive utilization of water resources;follow the law of natural development of the river reach,reasonably regulate the relationship between water and sediment;reduce the intensity of energy consumption,and promote the optimization and upgrading of energy consumption structure. |
