| With the improvement of economic level,the concept of green development has become more and more popular.Green development is an economic growth mode aiming at efficiency,harmony and sustainability.Green total factor productivity largely reflects the degree of green development of a region.In recent years,with the acceleration of urbanization in the Pearl River-West River Economic Belt,green development and environmental issues have increasingly become hot issues for scholars.Making a series of environmental regulation policies can correct the market failure and make up for the lag of the market.The impact mechanism of environmental regulation on green TFP growth is more complex.This paper selects the data of 11 cities in the Pearl River-West River Economic Belt as the sample observation data,calculates the green total factor productivity of the Pearl River-West River Economic Belt,studies the specific impact of environmental regulation on the green total factor productivity,and more effectively implements the environmental regulation policy for the Pearl River-West River Economic Belt,solves the problems of resource shortage and environmental pollution,takes the road of sustainable development,and realizes economic growth and sustainable development The win-win situation of environmental protection is of great significance.Environmental Regulation refers to the relevant government departments to issue environmental policies and change environmental protection standards,etc.environmental regulation to intervene in enterprises and adjust the source of pollution,with environmental protection as the background condition,the ultimate goal is to promote the coordinated development of the industry.As for environmental regulation,it can be divided into three types:order control type,market incentive type and voluntary consciousness type.Green total factor productivity refers to the measurement of total factor productivity after adding unexpected output,that is,pollutant emissions,to ensure that the calculation results are more accurate and effective,and meet the needs of economic development.Environmental regulation affects green total factor productivity through technological innovation,industrial structure and foreign direct investment.This paper uses DEA Malmquist index to measure the green total factor productivity of the Pearl River-West River Economic Belt and the cities from 2008 to 2018.Combined with the actual background of economic development in different periods,it observes and studies the temporal and spatial dynamic evolution trend,and makes a more detailed regional heterogeneity analysis.Through efficiency decomposition,this paper analyzes the root causes of the increase or decrease of green total factor productivity in the Pearl River-West River Economic Belt,and finds that technological progress is the most important driving factor of urban green total factor productivity growth.Secondly,the paper analyzes the direct effects of different types of environmental regulation on the green total factor productivity of the Pearl River-West River Economic Belt by taking three types of environmental regulation as the core explanatory variables,namely,government order type,market incentive type and voluntary consciousness type.It also analyzes the impact of different types of environmental regulation on the green total factor productivity of the Pearl River-West River Economic Belt by taking technological innovation,foreign direct investment and industrial structure as the intermediary factors The indirect effect of green total factor productivity.The results show that there are great regional differences in the green development of 11 cities in the Pearl River-West River Economic Belt,and the regional imbalance is obvious.During the investigation period,the urban green total factor productivity in the eastern part of the economic belt is higher than that in the western part of the economic belt.Although the development of urban green total factor productivity in Pearl River-West River Economic Beltfluctuates in different periods of time,it shows an obvious upward trend in recent years.Technological progress is the main driving factor to promote the growth of urban green total factor productivity.Different types of environmental regulations have different effects on the green total factor productivity of cities in the Pearl River-West River Economic Belt.Government ordered environmental regulations inhibit the growth of green total factor productivity in the Pearl River-West River Economic Belt,while market incentive and voluntary environmental regulations promote the growth of green total factor productivity in the Pearl River-West River Economic Belt.Different types of environmental regulations have indirect effects on green TFP through the intermediary factors of technological innovation,foreign direct investment and industrial structure.Environmental regulation has not yet formed "Porter effect" in the Pearl River-West River Economic Belt,and the hypothesis of "pollution paradise" has not been verified.Market incentive and voluntary awareness environmental regulation can promote the transformation and upgrading of industries to enhance urban green total factor productivity.In order to regulate environmental regulation and improve green total factor productivity,the Pearl River-West River Economic Belt must improve the environmental regulation policy system,formulate differentiated environmental regulation policies,encourage technological innovation of enterprises,strengthen the progress of technological efficiency,optimize industrial structure,adjust measures to local conditions,effectively and reasonably introduce foreign direct investment,and strengthen FDI green technology spillover. |
