Research On Grass-roots Law Enforcement In Administrative Protection Of Wildlife

In their most natural state,human beings and other animals abide by the common laws of nature and live on the earth as equals.But we humans are so powerful that we have absolute control over animals,and we have overused that control and put them at risk of being hunted and their habitats destroyed.this is a limitation of human living space and an obstacle to the progress of civilization.Since man has realistically changed the most natural state and created the difficult situation for wild animals,we have the responsibility to protect them.the government has the broadest scope of management,the most flexible and diversified ways,and the greatest strength,so it has the greatest effect on the protection of wildlife.Therefore,administrative organs are required to assume more responsibilities for wildlife protection.The natural nature of wild animals determines that the vast rural areas are the most important areas for administrative protection and law enforcement,and they are the "frontline" of law enforcement.But some issues have to be solved,there are small power and big responsibility of grass-roots government and county-level departments,non-empowerment of higher level government and selective empowerment of higher level government.There are some troubles in law enforcement,such as lax law enforcement,difficulty in comprehensive law enforcement,omission of organization and personnel management,restriction of human feelings in rural society.There are troubles for inadequate strength and shortage of law enforcement resources in law enforcement ability.In human self-interest and respect "animal rights" under the guidance of doublethink strengthen wildlife protection consciousness.actively explore local agency for grassroots governments and departments at the county level of empowerment mechanism,adjust the law enforcement agencies,standardize law enforcement system,through the construction methods such as law enforcement team,supporting the law enforcement resources to improve law enforcement ability.
