Research On The Impact Of Local Government Competition On Industrial Ecologicalization Under The Background Of Ecological Civilization Construction

The construction of ecological civilization is a major strategic decision made by my country in the new era in the face of the severe situation of tightening resource constraints,serious environmental pollution,and degradation of the ecosystem.As an advanced form of industrial development,industrial ecologicalization is a necessary way to promote the construction of ecological civilization and realize the coordinated development of industry and the ecological environment.General Secretary Xi Jinping emphasized that "the construction of an ecological civilization system must accelerate the establishment of an ecological economic system with industrial ecologicalization and ecological industrialization as the main body".Local governments in our country dominate local development based on political promotion incentives and performance appraisal pressure,and their behavior has a profound impact on the level of regional industrial ecologicalization.With the introduction and implementation of the concept of green development,environmental performance has been included in the performance evaluation index system for local government officials.While pursuing economic growth,local government officials also competed on improving environmental governance capabilities.This article first combed the existing research results of local government competition and industrial ecologicalization,and then used the entropy method and the coupling coordination analysis method to calculate the 30 provinces(autonomous regions and municipalities)in my country by constructing the evaluation index system of the industrial ecologicalization level.The level of industrial ecologicalization in2018 clarified the status quo,evolutionary trend,spatial distribution characteristics and regional differences of the level of industrial ecologicalization in China’s provinces.Finally,the fixed effect model is used to empirically study the impact of growth,fiscal,and environmental protection competition on the ecologicalization of the industry.At the same time,control variables are introduced to examine the industrial structure,innovation level,foreign capital utilization and investment levels compared with my country as a whole and in different regions.The relationship of industrial ecologicalization,the research mainly draws the following conclusions:(1)The level of industrial ecologicalization in my country is showing a trend of rising fluctuations,but the overall level is still at a low level.The relative differences between provinces are gradually becoming smaller,and the development of industrial ecologicalization has path dependence;the level of inter-provincial industrial ecologicalization in China has a gradient The characteristics of the distribution show a spatial distribution pattern of "high in the east and low in the west" as a whole.(2)In general,growth and fiscal local government competition has a significant inhibitory effect on the improvement of industrial ecologicalization,and environmentally friendly local government competition has a significant promotion effect on industrial ecologicalization.Regional regression shows that there are regional differences in the degree of influence of different types of local government competition on industrial ecologicalization.(3)The industrial structure has a significant inhibitory effect on the level of industrial ecologicalization.Innovation ability,the level of foreign capital utilization,and the level of investment have a significant role in promoting industrial ecologicalization.Each control variable has an impact on industrial ecologicalization.Regional heterogeneity.In the end,this paper puts forward countermeasures and suggestions from five aspects: performance evaluation,fiscal expenditure structure,orderly flow of elements,regional division of labor and cooperation,and opening to the outside world based on the research conclusions.
