| In recent years,China has made remarkable achievements in economic development.The development of industry and urbanization is very rapid,and the urban population is increasing year by year.However,at the same time,the environmental pollution is becoming more and more serious,which has brought tremendous pressure to the construction of municipal infrastructure.Especially industrial wastewater and The discharge of domestic wastewater is very serious in some cities with large population.So it is facing great challenges in sewage treatment.Many local governments lack the financial resources to build adequate sewage treatment facilities.Because many domestic public facilities projects have heavy responsibilities and large demand for funds,the funds provided by government departments can not meet the needs of project implementation progress.Therefore,it has begun to try to apply PPP model in sewage treatment field,which can not only effectively introduce social capital to solve the problem of lack of funds,but also reduce the risk of government project management.So PPP model has become popular in recent years and has been adopted by more projects.Due to the long time,high investment and high risk of environmental protection projects,the introduction of PPP model can make more efficient use of existing funds and reduce the risks faced by all parties involved,so its future development has greater potential.As the environmental protection problems that our country will face in the future become more and more serious,the corresponding environmental protection projects will inevitably develop substantially,and the potential risks can not be underestimated.Starting from the perspective of life cycle process of PPP project in Nanjing Chengdong Xianlin Sewage Treatment Plant,this paper analyzed the specific process of the PPP project from five life cycle stages: identification stage,preparation stage,procurement stage,execution stage and transfer stage,and drew flow charts.Through the analysis of the risk status of key control points,the current sewage of Nanjing Chengdong Xianlin Sewage Treatment Plant was identified.Processing plant PPP project risks,and the operation of the project risk analysis,from the financial point of view of the PPP project profitability analysis,liquidity analysis,sensitivity analysis,break-even analysis,found that the project is feasible.Next,the weight is determined by analytic hierarchy process,and the risk assessment index system of PPP project life cycle stage based on the whole life cycle is constructed.The risk of PPP project is evaluated comprehensively by using the method of fuzzy comprehensive evaluation,and then the results of the evaluation are analyzed.Finally,according to the results of risk assessment,the corresponding risk response measures are put forward.According to certain principles and processes,the risks are reasonably shared between the social capital and the government,and the corresponding control measures are put forward for the higher risk factors in each life cycle stage.Finally,the conclusion of this study is drawn,and reasonable prospects are put forward. |
