The Measurement Of Green Development Level In Western China And The Study Of Its Temporal And Spatial Differences

The economic development situation and quality of the western region becoming more and more outstanging in national economic development.However,for various reasons,such as terrain,climate,resources and technological innovation,there have been serious natural disasters,strong resource dependence,fragile ecology and high difficulty in restoration and governance.In this case,not only has industrial upgrading and transformation become more difficult,but also limit the improvement of green development level in western provinces(autonomous regions and cities).At the same time,it also affects the improvement of green development level in China.Because of the tremendous divergences in economic progress,ecological resources and social development in different areas of China,it is necessary to measure and analyze the level of green development in different regions,so as to formulate targeted policies to improve the level of green development in different regions.By comparing the situation of green development between the western region and the other regions of China,and combined with the results of the questionnaire on the green life concept of residents in the western region,this paper reorganize and analysis of the actual status and emerging problems of the green development level in the western region.On the basis of the logical relationship among "environment economy life",from the three dimensions of green economic growth,green environment resources and green life quality,it establishes the evaluation index system of the green development level of the western region.And this paper collected the information of 11 provinces(autonomous regions and cities)in the western region from 2009 to 2018 as the research dat,calculated the comprehensive scores of the green development level of the provinces(autonomous regions and cities)in the western region,and analyzes it from the temporal order and spatial dimension aspects.The purpose is aiming at the crux hindering the green development level of the western region,and put forward relevant countermeasures.The main conclusions are as follows:(1)the western region has a strong constraint on green development resources,and its economic development depends on natural resources;the level of industrial structure is not high;the standard of infrastructure is weak;the innovation of green technology is fall behind times and insufficient research funding;the public awareness of green is weak,and the green concept is not really practiced.(2)From 2009 to 2018,the overall green development level of the western region is rising steadily,the pace of economic development is slowing down,but the quality of economic development was improved;the ecological environment was improved,and the governance capacity was steadily improved;although the rising trend of quality of life is obvious,but the gap between different regions was remarkbly.(3)The level of green development in the western region shows a trend of "high at both sides and low in the middle" in the north-south direction.There is a large gap in the level of green development between the East and the west,and the green development in the western region is unevenness.(4)In order to improve the level of green development in the western region,we need to create a green development atmosphere,improve the green policy system,promote the development of green industry,and strengthen the guidance of green innovation.
