The Research On The Influence Of Haze Regulations Against The Economic Growth Quality Of Shaanxi Province

As the economy enters the stage of high-quality development,the main social contradiction s have changed.The contradiction between people’s needs for a better life and unbalanced,inadequate development has become increasingly prominent,especially the public’s urgent demand for high-quality ecological environment.The haze pollution problem caused by the traditional extensive growth has become increasingly prominent.It is necessary to change the economic growth mode in time.The construction of ecological civilization and quality-oriented economic growth have become the correct way of high-quality economic development.Shaanxi Province has faced severe haze pollution,whether the haze regulation can improve Shaanxi Province’s economic growth quality has become a realistic proposition of this paper.Starting from the changes of the main social contradictions,this paper expounds the research background and significance,defines the relevant concepts of the research theme,expounds the relevant theories,and systematically combs the research progress at home and abroad,so as to lay an excellent theoretical foundation for this research.This paper analyzes the impact mechanism of the haze regulation against Shaanxi Province’s economic growth quality.And this paper further analyzes the current situation of Shaanxi Province’s haze regulation from three aspects:the evolution path of its policy,the willing of the provincial government to regulate the haze pollution,and the effectiveness of the haze regulation.comprehensively analyzing the current situation of Shaanxi Province’s economic growth quality from four dimensions of economic growth efficiency,structure,sustainability and welfare.Combined with these two situations,this paper expounds the practice of the impact of the haze regulation against the quality of economic growth in Shaanxi Province.Based on the evolution characteristics of Shaanxi Province’s haze regulation policies In order to comprehensively evaluate the impact of the haze regulation against Shaanxi Province’s economic growth quality,electing 10 cities of Shaanxi Province as the research units,including Xi’an,Xianyang,Baoji,Tongchuan,Weinan,Yulin,Yan’an,Hanzhong,Ankang and Shangluo,and structuring the balanced panel data of these 10 cities from 2000 to 2018 to do empirical research,using the main haze pollutant—PM2.5—to measure the haze control intensity of 10 cities of Shaanxi Province.The quality index system of economic growth in the city level is constructed from the four dimensions of economic growth efficiency,structure,sustainability and welfare.Using the entropy method to measure 10 cities’comprehensive index of economic growth quality from 2000 to 2018.After fully analyzing the endogenous problem between the haze regulation and Shaanxi Province’s economic growth quality,this paper constructs a spatial dynamic panel model,selects appropriate instrumental variables,and uses two-stage least square method to gain the consistency of parameter estimation.The empirical research results show that:the haze regulation can significantly improve Shaanxi Province’s economic growth quality,and this promotion effect becomes more significant over time.From different dimensions of economic growth quality,the haze regulation can significantly improve Shaanxi Province’s economic growth efficiency,optimize Shaanxi Province’s economic growth structure,and improve Shaanxi Province’s economic growth sustainability and welfare,The empirical results pass a series of robustness tests.According to the empirical research results,this paper puts forward some policy suggestions on improving the impact of the haze regulation against the Shaanxi Province’s economic growth quality:improving the government haze governance performance appraisal system,establishing industrial technology information network,guiding the public to participate in the supervision work,and vigorously promoting the green development of economy.
