Study On The Implementation Of Industrial Energy Conservation Policy In W District Of CZ City

Since the reform and opening up,China’s economic construction has achieved remarkable achievements.However,due to the poor industrial base,the level of green development is still relatively backward compared with developed countries.At present,China’s industrial enterprises are mainly based on extensive development,and industrial transformation has become urgent.China’s industry consumes a large amount of energy while the efficiency of energy use is not high,which is not conducive to China’s construction of a conservation-oriented society and a sustainable development path.This paper studies the implementation of industrial energy conservation policies at home and abroad,from the development of foreign energy conservation laws,the types of financial incentive policies,the development of advanced theories to the domestic energy conservation policies to guide enterprise energy conservation,local government energy conservation supervision related theoretical research,preparation from policy implementation In the process of implementation of the energy conservation policy,the evaluation and supervision of policy implementation,etc.,all were investigated.Taking W area as the research object,combined with the investigation and interviews of government agency staff,third-party agency staff,and key energy-using enterprise leaders,the industrial energy-saving policies at the current stage were distorted in the implementation process,and the functional departments took less hands.There is a shortage of energy-saving teams,poor circulation of policy information,and no atmosphere of participation for everyone.The analysis shows that the management mechanism of the government’s industrial energy conservation policy is imperfect,the powers and responsibilities of various government departments are unclear,the relevant personnel of the policy implementation are not valued,and the policy information is distorted in the transmission and interpretation.Furthermore,it puts forward corresponding countermeasures and suggestions in the aspects of giving full play to the guiding role of the policy,giving full play to the coordination role of the government,building an information sharing platform,enriching the energy-saving team,improving the quality of personnel,cultivating energy-saving service organizations,and strengthening energy-saving publicity.
