| With the rapid growth of total industrial output,the trend of industrial pollution in Baotou City has been gradually curbed.In summer,the air environmental quality is generally improved,and the concentration of pollution factors in the air is on the decline.However,this trend will rebound at the beginning of the heating season.Relevant studies show that the air pollution in the heating period of Baotou city is far more serious than that in the non heating period,and the contribution rate of PM10 and PM2.5 from coal-fired boilers and domestic coal combustion is larger,which is also the main reason for the frequent occurrence of winter haze events and the increase of residents’ medical treatment rate.In order to alleviate the living pressure of residents in the heating season,the central government and Baotou municipal government attach great importance to the problem of bulk coal combustion control,so the implementation of environmental protection projects has become the guarantee of environmental quality improvement in Baotou city.In the evaluation of environmental protection projects,it has been evaluating its economic benefits.Such evaluation is not enough to highlight the social nature of environmental protection projects,which makes the public lack of understanding of the project,thus hindering the development of the project.Therefore,the feasibility and benefit evaluation of the project is not enough,it is not only important to attach importance to the economic evaluation of the project,but also to reasonably add the environmental and social benefits brought by the project into the process of analysis and evaluation,which makes the cost-benefit analysis of environmental protection project of great significance.This paper uses the method of combining theoretical research and case study,through reviewing the development process,typical applications and methods of cost-benefit analysis at home and abroad,expounds the relevant theories of cost-benefit analysis used in environmental protection projects.By analyzing the general situation of Baotou clean heating subsidy fund project,this paper puts forward the ideas and principles of cost-benefit analysis of the project,and estimates the cost and benefit of Baotou clean heating subsidy fund project.In the process of evaluation,Baotou clean heating subsidy fund project in 2017 is selected for analysis.Through the evaluation,it is found that the benefit of clean heating subsidy fund project in Baotou City in the first year is higher than the cost,and the comprehensive cost-benefit ratio is greater than 1,which indicates that the investment result of the project is significant;the comprehensive cost-benefit ratio is 4.11 after the environmental cost-benefit analysis,which shows that the implementation of the project has brought significant social and environmental benefits,greatly improved the quality of life of residents,and verified the feasibility of Baotou clean heating subsidy fund project,the cost-benefit analysis of the environmental protection project provides guidance and reference for the government’s environmental protection project investment,environmental policy decision-making and application in related planning in the future. |
