With the acceleration of urbanization, the amount of urban domestic waste is increasing rapidly. At the same time, the implementation of waste classification puts forward higher requirements for waste collection and transportation management to ensure the whole process of waste classification collection and transportation. As the transfer point of garbage collection and transportation, the transfer station plays an important role in connecting the collection point and the processing center, ensuring the upstream and downstream garbage collection and transportation. However, according to the environmental sanitation technology network and related research data, the proportion of waste collection and transportation cost in the whole waste treatment system in China is as high as 60%-80%,far higher than that in developed countries. Therefore,it is of great practical significance to optimize the garbage collection and transportation system and reduce the cost of garbage collection and transportation.Through the analysis of the existing research on the transfer station and garbage collection and transportation,it is found that there are the following problems: first, the research on the transfer station is mostly focused on the new construction, design and site selection of the transfer station, while the research on the efficiency evaluation of the built transfer station is less. However,in real life, the cost of new transfer station is very high and it is not easy to realize,so it is lack of practical feasibility to rely solely on the model for decision-making.Moreover,there is no practical solution for inefficient transfer stations in the efficiency evaluation of transfer stations, which has certain limitations.Secondly, under the background of waste classification,it is required to unify the whole process of classification, delivery, collection and treatment. The existing collection and transportation mode of mixed loading and transportation of waste does not meet the actual requirements of classification scheduling.Thirdly, the existing research on vehicle routing planning mostly takes the straight-line distance between garbage dropping points as the basis of vehicle scheduling, and does not consider the impact of the actual road network on vehicle routing, which is divorced from the actual situation. In view of the above problems, this paper will propose corresponding solutions.Firstly, the relative efficiency of existing transfer stations is evaluated based on DEA evaluation method.Through the establishment of DEA model parameters, the cost-benefit of the transfer station is calculated, and the relative efficiency of different transfer stations is calculated by using MATLAB combined with the evaluation model. The mobile garbage collection mode is implemented for the inefficient transfer stations in the evaluation results.Secondly, different types of garbage should be collected and transported separately.According to different types of garbage, different vehicles are allocated for collection and transportation, the model elements are established, and the classified vehicle scheduling model with multi vehicle, multi vehicle, capacity constraint and time window constraint is constructed.Thirdly, vehicle routing planning based on road network structure. The virtual road network node is introduced, and the garbage delivery point is combined with the relevant intersection node to carry out scheduling planning,so as to ensure that the collection and transportation process is in line with the actual road situation. Finally, through the application of the model, the vehicle scheduling routes of different types of garbage in different shifts are obtained, which verifies the feasibility of the model, and provides a reference solution for the planning of classified vehicle scheduling routes under the mobile collection mode.
