In the urban-rural fringe zone bordering the city and the countryside,the traffic needs more attention and research.Frequent accidents have become one of the black spots of traffic accidents in our country,especially in the urban-rural fringe area.The safety of public transportation vehicles has always attracted the attention of the society.Because traffic accidents are affected by many factors,the simple policies formulated by the relevant traffic management departments have not effectively reduced the traffic accident rate.Therefore,it is particularly important to put forward countermeasures to reduce the risk of public transportation in the urban-rural fringe.This is also of great significance for improving the overall safety of transportation in my country.In this article,we defined the scope of the urban-rural fringe area and the public transportation in the urban-rural fringe area,and then analyzed the traffic safety characteristics of roads,buses,and drivers in the urban-rural fringe area through traffic surveys.We used the roadside inquiry method,the car-following survey method,the communication and connect with relevant traffic management departments to screen out the effective dataof urban-rural fringe bus road traffic accident between 2014 and 2020.Secondly,we analyzed the data of traffic accidents from the time,space,accident form and other aspects,and then evaluated the risk.Furthermore,we classified the causes of accidents according to the five elements of the traffic system,namely people,vehicles,roads,environment,and management.Then,according to the extracted accidents causes,the probability of accidents caused by risk factors and the economic losses caused by accidents,an evaluation model of public transport operation risk index in the urban-rural fringe area was established to screen out the risk factors affecting the occurrence of traffic accidents and construct an evaluation index system.We introduced common methods used for vehicle operation risk assessment,quoted radial basis function neural network and wavelet analysis theory,to clarify its advantages,mathematical principles,structural design,and applications.Through the combination of radial basis function neural network and wavelet analysis theory,we constructed a radial basis function neural network and wavelet analysis theory.The basis wavelet neural network is used in the risk evaluation model of public transportation operation in the urban-rural junction,and the model is trained and tested.The trained model is applied to make a safety evaluation of the vehicle operation in Yunnan Province through inputing the real-time dynamic monitoring data obtained by a road transportation monitoring platform for a network expansion into the model.Finally,based on the identified important vehicle operation risk elements,we constructed a vehicle risk prevention countermeasure library,and proposed targeted countermeasures,including driver safety guarantee library,vehicle technical condition improvement countermeasure library,comprehensive road traffic safety facility improvement library,Safety management countermeasure database for public transportation enterprises,which could help relevant departments and enterprises avoid vehicle operation risks.
