State evaluation,ability evaluation and performance evaluation are widely used in all aspects of economic and social activities.The status,ability and performance evaluation of enterprise safety production,occupational hazard prevention and emergency response is one of the important aspects.At present,most of the evaluation methods are qualitative evaluation and semi-quantitative evaluation,and hierarchical management still needs to be improved;the application of quantitative evaluation in enterprise safety production,occupational hazard prevention and emergency response is lagging behind.This study uses the principles and methods of system dynamics to integrate enterprise safety production,occupational hazard prevention,and emergency response index systems to build a general evaluation model for enterprise safety production,occupational hazard prevention,and emergency response.The state index is obtained through simulation of the model.Carry out hierarchical management and empirical analysis on enterprise safety production status,occupational hazard prevention status,and emergency response status.First,the preliminary construction of a general index system.Following the principles of management,7 similar first-level indicators were extracted from enterprise safety production,occupational hazard prevention,and emergency response,and integrated to form a first-level indicator of a general indicator system,including:the organization’s environment,leadership role,and employees Participation,planning,support,operation,performance evaluation and improvement.The indicator system contains 22 secondary indicators.Second,establish a universal indicator system.Use sociological survey methods,compile electronic questionnaires,carry out questionnaire surveys,conduct statistical analysis,modify various indicators,and form a common indicator system.The number of indicators in the indicator system remains unchanged,the expression is more clear and clear,and the secondary indicators are quantified.Third,analyze the causal relationship between indicators.Establish the conceptual model of the index system based on the information theory;use the decision-making experiment method to analyze the influence of each element of the index system;use Matlab to process the data,and analyze the influence,the degree of influence,the degree of centrality and the degree of cause of all the elements Perform calculations and draw causality diagrams.Fourth,system dynamics modeling.Combining the principles and methods of system dynamics,the system dynamics flow diagram is further drawn on the basis of the causality diagram,the system dynamics equations are written according to the different types of variables,and the system dynamics evaluation model is finally constructed.Fifth,system dynamics simulation.Absorb the concept of active collection,collect online data related to safety production,occupational hazard prevention,and emergency response of the proposed enterprise,perform data cleaning,and substitute it into the system dynamics model.Through simulation,the state index is obtained,and compared with the actual situation of the proposed enterprise,analogy analysis is carried out,the validity of the model is verified and the model is revised.Sixth,hierarchical management.The index is normalized to 0~10 and divided into four levels.The state index is divided into four levels: excellent(9-10),good(7.5-9),medium(6~7.5),and poor(0-6).Seventh,empirical analysis.The data input model of a company related to safety production,occupational hazard prevention and emergency response was collected to obtain a state index,which was compared with the standardized classification of quality and safety.The results were similar.It shows that the model has good substitutability and can reflect the safety production,occupational hazard prevention and emergency response of the enterprise.The integration of OSH,emergency management elements,and system dynamics modeling analysis have successfully established a universal index system,constructed a universal index evaluation model and performed simulation simulations,and the research process is complete.It lays a good foundation for the active collection of data and avoids the interference of human factors;it provides a new choice for the evaluation work to move towards dynamic,real-time and continuity and to promote and apply in a large area.The paper has 16 pictures,12 tables,and 57 references.
