Research On Performance Evaluation Of Hazardous Chemical Safety Supervision

With the accelerated pace of industrial transformation and upgrading in China,the vigorous development of automobile,electronics,new energy,aerospace and other related industries,and the rise of new economy and new business forms represented by mobile Internet and intelligence,the demand for various fine chemicals has been increasing,bringing huge market space for the chemical industry,while the safety risks of hazardous chemicals are also getting higher and higher.Strengthening the safety supervision of hazardous chemicals,preventing and reducing safety accidents of hazardous chemicals,and ensuring the safety of people’s lives and properties are not only one of the important responsibilities of the government’s functional departments,but also adhere to the consistency of powers and responsibilities,and deepen the reform of decentralization,management and service.An important measure to accelerate the transformation of government functions and build a service-oriented government.In order to further enhance the capabilities of government functional departments in the safety supervision and management of hazardous chemicals,my country has successively promulgated laws and regulations related to the safety of hazardous chemicals,and it has been clarified from the central to the local that the government safety supervision department is responsible for the comprehensive work of safety supervision and management of hazardous chemicals.Correspondingly,the performance evaluation of hazardous chemical safety supervision can reflect one of the means of the government’s safety supervision department’s hazardous chemical safety supervision ability,and the key to performance evaluation is the construction of specific evaluation indicators.This article takes the performance of hazardous chemicals safety supervision as the research object,and on the basis of carefully reading relevant literature and consulting relevant supervisors and experts,combined with my work experience in the government safety supervision department,first from the main body and object of the hazardous chemical safety supervision system,Methods,content,and means,combined with the four dimensions of the adjusted balanced scorecard,established a hazardous chemical safety supervision performance evaluation index system,through the use of comprehensive analytic hierarchy process and entropy method to calculate the combined weight;Then,the performance evaluation model of hazardous chemicals safety supervision based on fuzzy comprehensive evaluation method is established;Finally,the paper makes an empirical analysis on the safety supervision of hazardous chemicals in Qingdao West Coast New Area to verify the applicability of the constructed index system,analyze the evaluation results,and propose targeted improvement measures.And to provide reference for the safety supervision of hazardous chemicals in the eastern coastal cities of China.
