Research On Incentive Mechanism Of Villagers’ Participation In Environmental Governance Under The Background Of Rural Revitalization

In response to farmers’ needs for a better ecological environment in the new era,the Party Central Committee with General Secretary Xi Jinping at the core has deeply promoted the reform of the ecological civilization system and comprehensively implemented the rural revitalization strategy,and the rural ecological environment governance has achieved obvious positive results.However,as a systematically complex project,in addition to the government’s top-down promotion of rural environmental governance,it is also necessary to fully establish and improve the incentive mechanism for villagers to participate in environmental governance,and to build a co-construction,co-governance and sharing pattern with extensive participation of multiple subjects and benign interactions.Therefore,strengthening the research on the incentive mechanism of villagers’ participation in environmental governance in the context of rural revitalization has important theoretical significance and significance in strengthening the rural environmental governance system and modernization of governance capabilities,changing the lack of motivation for villagers’ participation in environmental governance,and promoting rural ecological revitalization.Realistic meaning.The article is guided by Xi Jinping’s thoughts on ecological civilization,comprehensively using literature research methods,interdisciplinary analysis methods,and empirical analysis methods,as well as co-construction,co-governance and shared governance theory and the theory of civil environmental rights and interests.It provides suggestions for the measures taken by Chinese villagers to participate in environmental governance since the reform and opening up.The results were analyzed,focusing on the current problems in the villagers’ sense of responsibility,participation methods,and legal guarantees for participating in environmental governance,as well as the reasons for the implementation of the incentive mechanism rules and supporting guarantees.At the same time,based on the empirical research in Jiangsu Province,the effects of different incentive methods such as fiscal policy,moral incentives,political incentives,and educational incentives are studied.It is believed that villagers have the most obvious response to financial incentives,but are less sensitive to moral incentives.To this end,in response to the current problems of villagers’ participation in environmental governance,it focuses on establishing and improving the ways and means for villagers to participate in environmental governance,improving the guarantee mechanism for villagers’ participation in environmental governance,and further enhancing villagers’ awareness of participating in environmental governance,and proposes to broaden villagers’ participation in environmental governance.A series of suggestions such as the channels for governance,strengthening the complaint mechanism and supervision mechanism for participating in environmental governance,strengthening the publicity and education of environmental knowledge,enhancing the awareness of environmental ethics and culture,and the level of rewards and punishments.
