Since the 13 th five-year plan,with the rapid development of economy and the acceleration of energy revolution reform,the deep implementation of ultra-low emission and energy-saving transformation of coal-fired power plants is conducive to building a clean,low-carbon,safe and efficient modern energy system and promoting the steady and healthy development of China’s economy.At present,environmental pollution has been paid more and more attention.It is the general trend to gradually promote the emission concentration of pollutants from coal-fired units to meet the requirements of national development and Reform Commission,Ministry of environmental protection and Energy Bureau.Shanxi Hequ Power Generation Co.,Ltd.actively responded to the call of the state and carried out ultra-low emission transformation project to reduce the emissions of smoke,sulfur dioxide and nitrogen oxides and make them reach the standard value.In order to achieve this goal,it is necessary to strengthen the risk management during the implementation of the ultra-low emission reconstruction project of Hequ power plant,make it standardized,programmed and institutionalized,and further improve the project management level,so as to complete the ultra-low emission reconstruction project construction with high quality and efficiency.This paper takes the ultra-low emission reconstruction project of Shanxi Hequ Power Generation Co.,Ltd.as the object,using the theory and method of project risk management,first analyzes the current situation of risk management of the ultra-low emission reconstruction project of Hequ Power Generation Co.,Ltd.,using the methods of document review,risk investigation and review table.The main internal and external risk factors in the process of ultra-low emission transformation of Hequ power plant are summarized.Then,the risk factors in the process of project transformation are further analyzed by using expert investigation method and risk decomposition method.The problems in the process of risk identification,risk analysis,risk pre control and response of Hequ power plant are analyzed,and the corresponding project risk pre control and response measures are put forward;On this basis,the optimization scheme of risk management for ultra-low emission reconstruction project of Hequ power plant is designed,and then the safeguard measures of the optimization scheme are put forward.This will provide some reference for other similar or smaller companies in the power industry in project risk management.There are 7 figures,13 tables and 98 references in this thesis.
