With the increasing development of my country’s economy and society, material conditions have been greatly improved, and people’s living standards have been continuously improved. In the problem of motor vehicles and their emissions, people’s economic conditions have improved and people are more willing to buy motor vehicles as a means of daily travel. The number of motor vehicles in the city has increased significantly, which has caused a significant impact on the air quality of the city.influences.Fuel vehicles account for a large proportion of motor vehicles. In addition to emitting carbon dioxide into the atmosphere, fuel vehicles also have a series of harmful substances that have adverse effects on the environment, which have become a non-negligible impact on urban air quality.factor.The ban on the sale of fuel vehicles can reduce the number of fuel vehicles in cities and increase the number of new energy vehicles, thereby reducing the emission of pollutants and direct carbon dioxide emissions from motor vehicles into the city’s atmosphere, and improving urban air quality. However, the ban on the sale of fuel vehicles also faces great risks and problems. For example, new energy vehicles, which are alternatives to fuel vehicles, are not as mature as fuel vehicles, have high costs, higher prices, and insufficient production capacity of manufacturers. Therefore, whether the ban on the sale of fuel vehicles is feasible has become a question worthy of study.By establishing an economic model, this article puts the different aspects of social welfare such as the utility obtained by consumers, the profit obtained by automobile manufacturers, and the improvement of the atmospheric environment into a framework for discussion, and analyzes the relationship between these different aspects of social welfare. It also discussed the possible impact of the implementation of the ban on the sale of fuel vehicles on these aspects of social welfare, and whether the implementation of the ban on the sale of fuel vehicles under certain conditions was successful, and calculated the better implementation of the ban on the sale of fuel vehicles.According to the people’s demand for transportation in real life, the model one constructs the utility function of consumers based on the number of fuel vehicles, the number of new energy vehicles, and the amount of public transportation services. At the same time,it is based on the budget constraints of consumers to jointly obtain consumers. The demand function for transportation. Then the consumer demand function is combined with the profit maximization goal of the automobile manufacturer, and the equilibrium result of the market is obtained.Further, according to the impact of the fuel vehicle sales ban policy on market supply and demand,it analyzes the changes in social welfare under different fuel vehicle sales bans and government departments under different governance concepts. This is the policy implementation of government departments.Whether or not,as well as the implementation intensity, provides a direction for thinking.Model 2 expands the areas affected by the ban on sales to multiple areas, setting up multiple areas with different levels of auto manufacturing and different sensitivity to air quality, and discussing social welfare in different areas within a framework. And calculated the state of equilibrium between different regions,as well as the social welfare of each region at this time.Furthermore, according to the possible impact of the fuel vehicle sales ban policy on different regions, the changes in the balance between regions and the social welfare changes in each region after the implementation of the ban sales policy are analyzed. Finally,it compares the changes in social welfare in different regions under the implementation of different policies, and analyzes the respective strategies adopted by each region and the overall equilibrium situation according to the situation of each region. The policy formulation of China,as well as the central government’s consideration of the ban on sales from an overall perspective, provide a direction for discussion.Model 3 takes the international perspective into consideration and considers the impact of international oil prices on social welfare into the framework. It discusses the impact of the ban on the sale of fuel vehicles in different countries and the impact on oil demand and oil prices, and incorporates the impact of changes in oil prices. In the domestic social welfare discussion, after analyzing the different policies adopted by different countries to prohibit the sale of fuel vehicles, their respective social welfare changes,as well as the strategies and strategies adopted by the countries in order to obtain as much social welfare as possible. The final strategic equilibrium reached. It provides a discussion direction for the formulation of the ban on the sale of fuel vehicles under the international situation. Finally, this article makes a general analysis of the model and simulation results, and puts forward corresponding suggestions based on the characteristics of fuel vehicles and new energy vehicles,as well as the status of my country’s economic and social development, the power industry and its clean development. The paper has 13 pictures,12 tables, and 82 references.
