| With the rapid growth of global economy and the continuous development of industrialization,energy,environment and climatic variation have become a global research highlights.The most topical issue is the environmental management problem caused by excessive carbon emission.At present,China is in the period of accelerated development of urbanization and industrialization,while resource consumption and carbon emissions are also in a rapid increase stage.Subject to the depletion of traditional energy and the gradual deterioration of the climate environment,it is urgent to actively seek the method of reducing carbon dioxide in China.In consideration of the fact that the government is the leader,promoter and participant in the carbon emission reduction activities in China,and the major measure of the government to control carbon emission is to formulate the macro-control policies for carbon emission reduction,this paper starts with the macro-control policy of carbon emission reduction in China,and introduces the technology of carbon emission reduction mechanism and energy efficiency promotion mechanism based on the dynamic stochastic general equilibrium model of the standard from the macro-economic perspective the economic and environmental effects of different carbon emission reduction policies in China are explored.Three policies for carbon emission reduction(Controlling carbon emissions,Setting carbon intensity targets and carbon tax)that have been implemented in China were simulated in this study.By setting four different carbon emission reduction scenarios,the impacts of different carbon emission reduction policies and technological shocks on China’s macro economy and environment are simulated.The results show that:(1)The three policies for carbon emission reduction will contribute to reduce carbon emissions and improve the quality of environment,but they will also restrain the development of China’s macro economy.(2)Under the same carbon emission reduction effect,the negative effect of carbon tax policy on China’s macro economy is smaller than that of other policies for carbon emission reduction,while the negative effect of controlling carbon emissions on economy is slightly greater than that of setting carbon intensity targets.(3)Technological innovation helps to promote the development of economy,but in the short term,it will also promote the increase of carbon emissions and lead to the reduction of environmental quality to a certain extent.(4)Different technological shocks have different impacts on the economy and the environment,among which the improvement of energy efficiency technology is more conducive to the achievement of carbon emission reduction targets. |
