| Under the new development pattern of economic globalization,regional economic integration and social informatization,regional management problems such as ecological environmental protection,grassroots social governance,and the coordinated development of urban agglomeration industries have come one after another.The complexity of these collaborative management issues has exceeded the capacity of the unilateral administration of local protectionism.As a highly systematic natural geographic unit of surface water,a river basin is inevitably divided by different administrative regions "bars" and "blocks",which has spawned a contradiction between the integrity of the river basin and the division of administrative divisions,which in turn led to a series of cross-sections.Disputes over the provincial water environment occur frequently.The Yellow River Basin originates from the Qinghai-Tibet Plateau and flows through 9 provinces.Because of the widespread distribution of the Yellow River Basin,its pollution occurs in administrative regions at the provincial,city,county,and township levels.In recent years,because most of the upper and middle reaches of the Yellow River rely on energy construction advantages,including petrochemicals,metallurgy,papermaking,etc.,are the key sources of industrial pollution in the basin,although vigorously promote the rapid economic and social development,this industrial layout is unbalanced and some enterprises are safe.Accidents occur spontaneously,leading to major water pollution incidents.According to the Water Resources Quality Bulletin of the Yellow River Basin,from 2002 to 2005,its water pollution situation was quite serious.In 2002,the water quality of the whole basin reached 63.0% of the sections with Grade V and worse than Grade V.Since 2005,the water quality of the Yellow River Basin has improved.At present,there are still different degrees of problems in Sanmenxia Reservoir and Fenhe Reservoir.The current pollution situation in the Yellow River Basin and high-frequency sudden pollution incidents force its water pollution prevention and control policies to be enforced without delay.The inefficiency of pollution control in the Yellow River Basin reflected by these transboundary water pollution incidents is just a silhouette of the obstruction of the implementation of my country’s trans-provincial water environment policy in recent years.At present,my country has made some substantial progress in the governance of transboundary water environment.The coordinated governance of river basins has continuously constructed new ideas,comprehensively implemented the long-term management of rivers and lakes,and achieved good results,and water pollution control laws and policies have been gradually improved.However,there are also many difficulties in the implementation of cross-basin water environment policies.Changes in the relationship between responsibilities and powers between governments,the complexity of cross-regional governance,weak environmental protection inspections and lack of accountability constitute the root causes of the obstruction of cross-provincial water environment policy implementation.This article attempts to use game analysis to show the performance of inter-provincial water environmental policy implementation obstruction,and then to make theoretical discussions on its causes and countermeasures. |
