The Impact Of Environmental Regulation On Green Economic Efficiency In The Yangtze River Economic Belt

Since the reform and opening up,China’s economic growth has made great progress and remarkable achievements,but this extensive economic growth mode has caused serious pollution to the ecological environment.In this regard,the Party Central Committee pointed out in the report of the 19 th national congress that we should play the guiding role of green development through environmental regulation.As an important means to prevent the continuous deterioration of the ecological environment,on the one hand,environmental regulation can restrict the production of enterprises and encourage them to develop new green technologies;on the other hand,the increase of enterprise costs caused by regulation will also weaken the R & D power of enterprises.Therefore,under the positive and negative effects of environmental regulation,how to maximize the role of innovation incentive has important reference significance for achieving the coordinated development of economic performance and environmental performance.In the theoretical part,this paper first systematically introduces the related concepts of environmental regulation and green economic efficiency and the theoretical viewpoints at home and abroad,then combs and makes a brief comment on the existing literature of environmental regulation on green development,and finally analyzes its mechanism from the positive and negative effects of environmental regulation on urban green development.In the empirical part,from a spatial perspective,this paper uses the statistical data of 108 cities in the Yangtze River economic belt from 2009 to 2018 to explore the impact of environmental regulation on the efficiency of green economy from the overall and regional levels,and makes an in-depth analysis of the causes of the results.In the empirical analysis,this paper selects the statistical data of 108 cities in the Yangtze River economic belt from 2009 to 2018,constructs the spatial Durbin model,and explores the impact of environmental regulation on the efficiency of green economy from the overall and regional levels,and makes an in-depth analysis of the causes of the results.The conclusions of this paper are as follows: firstly,in recent years,the overall green economic efficiency of 108 cities in the Yangtze River economic belt is on the rise,and the spatial imbalance has improved;secondly,at present,the green economic efficiency of the Yangtze River economic belt is in a low value agglomeration state,and the regional gap is large;thirdly,in promoting the urban green economic efficiency,environmental regulation shows positive local and spatial spillover However,this effect is slightly different in different regions,in which the downstream region is better than the middle and upper reaches,and the region along the river is better than the non along the river.Finally,according to the empirical results,try to put forward relevant countermeasures and suggestions.
