| The impact of comprehensive water environment management on the development of real economy and society is becoming more and more prominent.The Chinese government has attached great importance to it.Various regions have also formulated corresponding control measures around the governance objectives issued by the central government,so as to jointly promote the realization process of comprehensive water environment management objectives.Weifen river is the main water area of Lanxian county.In recent years,the pollution problem of its basin is more prominent.The management and operation of sewage treatment plants along the basin are not standardized,the laying of sewage collection pipe network is chaotic,the water quality and quantity of water section can not meet the relevant national environmental protection standards,and the basin is not divided into human and livestock concentration areas.Therefore,the people’s Government of Lanxian county has decided to carry out the project in Lanxian water area of Weifen river through PPP mode Due to the large amount of investment,long period and complex implementation of the project,it is necessary to evaluate the risk of the project.This paper summarizes the risk management methods through literature research method,and lays a theoretical foundation for the proposal of project risk management control strategy.Through questionnaires and field interviews,the judgment of practitioners and experts on risk assessment in the field of comprehensive water treatment project is summarized.The questionnaire mainly includes the corresponding risk rating table of each risk factor,the employment background of the respondents and the risk rating results of the risk factors.According to the survey results of the questionnaire,the risk factors are analyzed hierarchically to determine the weight of each risk factor,and then the fuzzy analysis method is used to judge the local and overall risks of the project,and finally the project risk control strategy is proposed It is omitted.The results of this paper show that:1(1)The weight of the criteria layer of the risk structure model of Lanxian water area comprehensive treatment project of Weifen river is ranked from high to low as follows:external policy weight,financing risk weight,project construction risk weight,legal risk weight and operational risk weight.(2)The top five weight values of standard layer of risk structure model of comprehensive water area management project in Lanxian County of Weifen River are:policy stability risk,capital allocation risk,planning and design risk,decision approval risk and contract risk.(3)The risk levels of criteria layer of comprehensive water area treatment project in Lanxian County of Weifen River are:external decision-making risk(intermediate),project construction risk(intermediate),legal risk(intermediate),project financing risk(intermediate)and project operation risk(intermediate).(4)Lan county government departments and social capital are the risk sharing subjects of comprehensive water area treatment project in Lanxian County of Weifen river.The risk sharing subjects include government credit risk,decision approval risk,government intervention risk,policy stability risk,supervision risk and market competition risk,project implementation risk,information security risk,credit risk,interest rate fluctuation risk,inflation risk,investment risk Risk management and control are carried out for capital over budget estimate risk,capital allocation risk,contract risk,operation over expenditure risk,planning and design risk,technology realization risk and user credit risk.This paper introduces the analytic hierarchy process(AHP)into the study of risk assessment of water comprehensive treatment project,which can enrich the research methods of project risk assessment to a certain extent,and provide certain reference for related research. |
