| Environmental protection is a basic national policy and an important part of sustainable development strategy.Environmental problems have a significant and far-reaching impact on human life and economic development.National economic development must take into account environmental protection.All development at the expense of the environment is one-sided.In the process of protecting the environment,everyone is responsible.Among the numerous environmental protection performance objects,enterprises,as the main body of production and operation,should shoulder the responsibility of environmental protection.The environmental protection law of the People’s Republic of China(hereinafter referred to as the“new environmental law”)stipulates: “all units and individuals have the obligation to protect the environment.Enterprises and institutions that discharge pollutants shall establish an environmental protection responsibility system and specify the specific responsibilities of the person in charge of the unit and relevant personnel.”According to the requirements of the new environmental law,enterprises and institutions should not only pursue maximum profits,but also put environmental protection in the first place in production and operation,and guarantee from various aspects and links such as systems,measures,technology,equipment,capital investment,accountability,rewards and punishments.In the process of enterprises fulfilling their environmental responsibilities,local governments at all levels shall supervise and inspect the performance of environmental protection responsibilities of all enterprises within their jurisdiction in accordance with local environmental indicators and governance principles.In order to ensure the realization of local environmental goals,the “new environmental law” stipulates that the competent environmental protection departments of governments at or above the county level need to conduct on-site supervision and inspection on enterprises and institutions that discharge pollutants.Local governments have the power to supervise the normal environmental protection responsibilities of enterprises and institutions.It is of great practical significance to urge enterprises and institutions to consistently abide by the legal operation of environmental protection law,improve the ecological environment of the region and local people,and create a beautiful living environment with blue sky,clear water and beautiful flowers.This paper selects the world clean energy nuclear power as the research object.Nuclear power generation is a kind of mature and widely used energy in the world,which has significant green benefits and environmental protection effects compared with coal-fired power plants.Although its clean and environmental protection efficiency is remarkable,the environmental pollution during the construction period,the disposal of a small amount of radioactive waste and spent fuel,as well as the low and medium level radioactive and non radioactive industrial waste,will also cause pollution to the environment,which should not be underestimated.Nuclear power enterprises are the first responsible person to fulfill the environmental protection obligations,and their environmental protection behaviors are subject to the supervision and inspection of the state.The exploration and site selection of nuclear power has special geographical conditions.As a large-scale construction project supervised by the state,the local government can not relax the supervision and management of the project.Taking t nuclear power as an example,this paper explores the problems encountered by the local government in supervising T nuclear power to fulfill its environmental responsibility by using the methods of literature synthesis,questionnaire survey and interview.Through the specific analysis of the causes of the problems,the specific countermeasures and suggestions are put forward to improve the local government’s supervision of T nuclear power’s environmental responsibility.Under the background of the rise of clean energy in the world,it is of great and far-reaching significance to clarify the environmental protection responsibilities of nuclear power enterprises and the regulatory and supervisory role of local governments in this field. |
