Study On Public Participation In Valley Ecological Compensation

With the continuous development of society,there are environmental problems such as environmental pollution and destruction of natural resources.The high-speed economic growth at the expense of the environment is also restricted by the ecological environment problems.As an ecological resource closely related to the safety of people’s lives and the sustainable development of social economy,water resources governance has been widely concerned by all sectors of society.In order to solve the problem of river basin environment,scholars at home and abroad put forward the policy of river basin ecological compensation,using government and economic means to protect and improve the water environment and promote the coordinated development of upstream and downstream environmental protection and economy.As the users and beneficiaries of the basin resources,the public has the responsibility and obligation to cooperate with the government to protect the basin ecological environment.Therefore,the public plays a very important role in the basin ecological compensation.Tianjin,as a city in the lower reaches of the Haihe River Basin,has outstanding water environment problems.For this research,we used Tianjin,as the research subject,through private inerviews and questionnaires,factors for willingness to participate in public watershed ecological compensation,analyzes the reasons,and puts forward corresponding suggestions.The main conclusions are as follows:(1)The public awareness of ecological compensation is not high,and the publicity of relevant policies is not enough.The public has certain willingness to pay for ecological compensation in the basin,which is under investigation 66.37%Of the residents are willing to pay a certain fee for the ecological compensation of Tianjin basin.(2)The main reason for the lack of willingness to pay is the lack of confidence in policy and use,followed by low income and the perception that the amount paid by individuals is insufficient to improve water quality.Residents are skeptical of the government’s policies and Implementation on environmental issues,and have a weak sense of active participation.(3)The main factors influencing the public participation in the ecological compensation of river basin are:the understanding degree of"ecological compensation of river basin",gender,willingness to participate in the formulation of environmental protection policies,occupation as civil servant and individual annual income.(4)There is a significant positive correlation between personal annual income and education and willing to pay.Based on the research conclusion of the willingness to pay for ecological compensation in Tianjin basin,combined with the current situation of ecological compensation in Tianjin basin,some suggestions are put forward to improve the mechanism of ecological compensation in Tianjin basin,such as strengthening the publicity of ecological compensation policies in Tianjin basin,improving the information disclosure system,broadening the channels of public participation and improving the laws and regulations of ecological compensation in Tianjin basin.
