Research On Industrial Green Coordinated Development Of Northwest Cities In China Of Silk Road Economic Belt

The Silk Road Economic Belt is a regional cooperation concept proposed by China and based on the ancient Silk Road culture.Promoting the construction of the Silk Road Economic Belt is conducive to promoting regional cooperation,promoting the development of the western region and promoting the urbanization construction.Since actively promote the silk road economic belt construction,the cities along the Silk Road Economic Belt have achieved great development,among them,the cities in Northwest China of the Silk Road Economic Belt have great resources endowment,which has good prospects for development,but most of cities are in the ecological fragile areas,with rapid development of industry,resources development and industrial pollution emissions will cause adverse effects to the ecological environment.Industrial green development is the key path to coordinate the development of ecology and economy,importantly emboding the concept of sustainable development.Regional coordinated development in the new era emphasizes more on comprehensive sustainability,and industrial green coordination is the coordinated development of the concept of ecological civilization at the regional level.Therefore,under the guidance of the concept of green and coordinated development,the research on the coordinated industrial green development of cities in Northwest China of the Silk Road Economic Belt is not only conducive to promoting the coordinated industrial green development among regions,but also to promoting the construction of "Green Silk Road",so as to achieve the high-quality development of the coordinated industrial green development in this region.Based on the concept of coordinated industrial green development,this study takes 51 prefecture-level cities along the northwest section in China of the Silk Road Economic Belt as research objects.Firstly,the mechanism of coordinated development of industrial green is analyzed from micro,medium and macro levels.Secondly,the paper analyzes the basic conditions of coordinated industrial green development of the cities along the Silk Road Economic Belt in Northwest China from the aspects of resource and environment conditions and industrial development level,and measures and analyzes the efficiency of industrial green development of cities along the Silk Road Economic Belt.Thirdly,research and analysis from two levels,the industry internal and external regional,in order to reflect the unified development of internal coordination and external coordination of the industrial green development.At the internal level of the industry,through the construction of the comprehensive index system,including three subsystems of industrial resource efficiency,industrial environmental governance and industrial green growth,this study use the entropy-TOPSIS model to calculate and analyze the level of industrial green development,and the coupling coordination degree model is used to measure the coordinated development degree between subsystems.At the external regional level,the coordination and spatial characteristics of industrial green development of cities in Northwest China of the Silk Road Economic Belt were analyzed by using the methods of Gini coefficient,Sihl index and spatial autocorrelation analysis.Finally,this study construct a spatial econometric model to further analyze the influencing factors of coordinated industrial green development of cities in Northwest China of the Silk Road Economic Belt.Based on this,the conception and safeguard measures of coordinated industrial green development of cities in Northwest China of the Silk Road Economic Belt are proposed.Through the analysis,the following conclusions are drawn:(1)in terms of basic conditions,in recent10 years,the industrial green development efficiency of the cities in Northwest China of the Silk Road Economic Belt is slowly rising,present a "U" on the space distribution characteristics,and there are more significant differences between the provinces and cities,which shows that centre cities in the provinces get high efficiency while medium efficiency cities accounted for maximum.(2)In terms of intra-industry coordination,the coupling degree of industrial green development of cities in Northwest China of the Silk Road Economic Belt shows a slight upward trend,showing a moderate imbalance from 2009 to 2013,and a low imbalance from 2013 to 2018,and the overall coordination level is continuously improving.The three subsystems of industrial resource efficiency,industrial environmental governance and industrial green growth of the cities in northwest China of the Silk Road Economic Belt have a high overall coordination,but the regional differences are obvious.(3)in the outer region coordination level,the overall difference of industrial green development between cities in Northwest China of the Silk Road Economic Belt narrowed and the coordination has improved,and the industrial green development level of the cities presented the space characteristics of “high-high”in the southeast,“low-low” in the southwest and the the middle part was not significant.(4)In terms of influencing factors,theeconomic development level,human capital,technological innovation,financial development and infrastructure can promote the coordinated development of industrial green,while opening level to the outside world and the environmental regulation significantly hinder the coordinated development of industrial green.(5)In terms of development ideas and safeguard measures,this study proposes that we should follow the principle of "co-construction,sharing achievement and joint responsiblity",and take the realization of sustainable development of industrial economy,the construction of industrial green production system and the creation of a new layout of coordinated development of industrial green as the goal.To establish regional interests coordination mechanism,building a node city multi-level collaboration mechanism and form a rational layout of regional green industry chain as the key point.And this study put forward optimization ideas from three aspects in definiting clearly the development orientation of the cities in Northwest China of the Silk Road Economic Belt,advancing industrial green management level of the Silk Road Economic Belt and promoting industrial green technology innovation of the Silk Road Economic Belt,it is helpful to build the Silk Road Economic Belt into an innovation-driven belt,a green cooperation belt and a pilot demonstration belt.Finally,it puts forward the safeguard measures related to intelligence,capital,technology,basic conditions and incentive and constraint mechanisms.
