Research On Safety Culture Construction In Cangnan County

Nowadays,safety culture plays an increasingly important role in safety supervision and management.At present,the work safety accidents of our country occur frequently,and the current situation is still grim.The fundamental reason is that the safety management of enterprises and governments is not in place,indicating that whether at the level of enterprise,government or social,the safety culture shows the lack of management.As the mainstay and leader of safety production and cultural construction,the government should focus on the construction of safety culture so as to enhance the ability of safety supervision,and finally promote the gradual improvement of the safety production situation of the whole society.In early 2017,Cangnan County of Zhejiang Province explored the construction of safety culture and promoted the stable improvement of the production safety situation through implementing of a series of measures.The national and provincial leaders think highly of the achievements of the construction of safety culture.However,in terms of current situation,the safety culture construction in Cangnan County is still inadequate.There are kinds of problems and factors of stagnant development.In order to improve the level of safety culture construction in Cangnan County,the thesis firstly constructs the system of government safety culture construction,and lists a certain definition,theoretical basis,evaluation index and function of government safety culture construction.Subsequently,taking Cangnan County as an example,a safety culture quantitative evaluation scale based on the version of Fu Gui was compiled to evaluate the safety culture of Cangnan County.The study found that the average score of Cangnan County’s safety culture measurement is 73.78 points.There are 20 elements with a score of less than 80,of which there are 5 items with a score of less than 60.The analysis shows that Cangnan County is short of safety awareness,safety values,safety capabilities,and safety systems which reveal that Cangnan County still has shortcomings and weakness in the process of safety production and safety culture construction.Finally,the author will combine the practical experience of Cangnan County’s safety culture construction,analyze the causes of the existing problems,and put forward the optimized content for Cangnan County’s safety culture construction.The study points out that in the process of Cangnan County’s safety culture construction,six optimized aspects are mentioned: concept optimization,process optimization,system optimization,team optimization,implementation optimization,and evaluation optimization.It is committed to comprehensively improving the level of safety culture construction in Cangnan County.And the author hopes to provide effective reference for other areas in the country to create a safety culture.
