Study On Legal Issues Of Water Environment Protection In Rural Areas Along Li River

As a necessity for people to carry out production and living activities,water resources play an important role in social development.At present,China’s water environment problems are severe,water pollution discharge remains high,and water safety accidents occur frequently.As the main support for Guilin’s development,Li River is also faced with water environment problems such as waste of water resources and water pollution.It is distributed in the rural areas along the large and small rivers of the Li River basin,which has an important impact on the stability of the water environment of the Li River.From the perspective of the rural areas along the Li River,under the current laws and regulations and the unique system of Li River,combined with the current situation of water resources of Li River and the characteristics of rural water pollution,this paper analyzes the legal deficiencies of local rural water environment protection.In the typical case study of rural water environment protection at home and abroad,through learning and drawing on the successful experience at home and abroad,this paper explores the suggestions on the appropriate legal system of rural water environment protection along the Li River,strengthens the legal system construction of rural water environment protection along the Li River,clarifies the punishment intensity of individual pollutant discharge behavior,and clarifies the relationship between rights and responsibilities.To further advance the government purchase law system of public service,promote the concrete function realization of law enforcement,promote the local rural water environment protection law concept,increase the local villagers in water environmental protection system,participation in policies,strengthen the laws and regulations in the coastal rural areas can be made,perfecting rural areas along the Li river water pollution prevention and control of the legal system,We will promote the effective implementation of the rural revitalization strategy and the construction of rural ecological civilization.
