Study On The Relationship Between Industrial Agglomeration And Environmental Pollution Under The Background Of Policy And Technology Heterogeneity

The rapid development of industrial agglomeration has accelerated the pace of China’s economic progress.As an emerging development model,industrial agglomeration,on the one hand,greatly improves the productivity of enterprises through the effect of economies of scale;on the other hand,due to the regional technology spillover effect,it accelerates the industrial upgrading of enterprises,promotes the optimization of regional industrial structure,and then promotes regional economic growth;on the other hand,due to the development of industrial agglomeration,enterprises increase the demand for energy and concentrate emissions in space The pollution caused by industrial production is an important part of environmental pollution in China.In the process of coordinating industrial agglomeration and ecological protection,environmental regulation and technological progress become important factors.In order to coordinate regional economic growth and pollution prevention,it is particularly important to analyze the relationship between industrial agglomeration,environmental regulation,technological progress and environmental pollution.Through the analysis of China’s industrial agglomeration,this paper selects five typical industrial agglomeration areas as the research object,and according to the investigation of the reality,combined with the research of the former,according to the different constraints on the emission behavior of economic entities,the environmental regulation and the heterogeneity of technological progress are classified according to different aspects of action,and combined with the development theory of industrial agglomeration Based on the panel data of 74 typical urban areas from 2004 to 2018,this paper constructs a threshold regression model including heterogeneous environmental regulation and technological progress,This paper analyzes the impact of industrial agglomeration on environmental pollution in the context of heterogeneous policies and technologies.Through the empirical test,the results show that:(1)The level of industrial agglomeration has a significant impact on environmental pollution,and the final effect of industrial agglomeration on environmental pollution will be significantly different due to different environmental regulations and technological progress;(2)When the level of industrial agglomeration is low,under the effect of command type and voluntary type environmental regulations,industrial agglomeration has a significant impact on environmental pollution Agglomeration aggravates environmental pollution,and industrial agglomeration suppresses environmental pollution under the effect of market-oriented environmental regulation;when the level of industrial agglomeration is high,there is a negative correlation between industrial agglomeration and environmental pollution under the effect of three kinds of environmental regulation,which indicates that industrial agglomeration reduces the degree of environmental pollution;(3)When the level of industrial agglomeration is low,in the broad sense and in the broad sense,industrial agglomeration reduces the degree of environmental pollution Under the effect of capital embodied technological progress,industrial agglomeration aggravates environmental pollution;Under the effect of environmental and energy technological progress,industrial agglomeration suppresses environmental pollution;When the level of industrial agglomeration is high,under the effect of four kinds of technological progress,industrial agglomeration and environmental pollution show a negative correlation,which indicates that industrial agglomeration can improve environmental quality;(4)Under the background of environmental regulation and technological progress,the general trend of industrial agglomeration and environmental pollution is basically satisfied.With the support of command-type environmental regulation,the environmental effect of industrial agglomeration shows a positive "U" trend.With the help of voluntary environmental regulations,the environmental effects of industrial agglomeration show an inverted "U" shape.According to the above research results,this paper puts forward corresponding countermeasures and suggestions from the industrial agglomeration level,environmental regulation level and technical level,and strives to realize the full play of the positive effect of industrial agglomeration under the comprehensive action of a variety of factors and achieve the goal of harmonious development between economy and environment.
