With the development of economic globalization and regional integration,industrial transfer has become an important way to promote regional coordinated development and economic development in central and western regions.In recent years,the pace of undertaking industrial transfer in Xinjiang has been significantly accelerated.At the same time,the environmental impact caused by undertaking the industrial transfer has increasingly attracted the attention of government departments and academia.Therefore,it has become an important issue to study the impact mechanism of industrial transfer on the ecological environment from the perspective of industrial undertaking area,so as to give full play to the positive effect of industrial transfer and avoid the environmental pollution risk caused by undertaking industrial transfer.This paper systematically reviews the relevant theories and research methods about industrial transfer and its environmental effects at home and abroad,calculates the scale of pollution intensive industrial transfer in Changji Prefecture quantitatively,and studies the relationship between industrial transfer and air pollutant emissions.Furthermore,this paper analyzes the contribution rate of various industries to the emission of air pollutants from the four dimensions of economic scale,industrial structure,emission intensity and environmental regulation.The results show that:(1)coal mining,metallurgy,electric power and chemical industry are the main air pollution intensive industries in Changji Prefecture,and their main air pollutant emissions account for more than 80% of the total industry.(2)From2010 to 2016,the transfer volume of pollution intensive industries in Changji Prefecture showed an increasing trend,among which the transfer volume of non-ferrous metal smelting and rolling processing industry,chemical raw materials and chemical products manufacturing industry were 49.905 billion yuan and 16.317 billion yuan respectively,ranking the top.(3)There is a significant positive correlation between the transfer of air pollution intensive industries and the emissions of sulfur dioxide and nitrogen oxides,indicating that the undertaking of pollution intensive industries aggravates air pollution to a certain extent.Among them,non-ferrous metal smelting and rolling processing industry,chemical raw materials and chemical products manufacturing industry and coal mining and washing industry make the largest contribution to the emission of air pollutants.(4)Environmental regulation can restrain the emission of air pollutants.Undertaking industrial transfer expands the scale of industrial economy and increases the emission of air pollutants,but the scale effect tends to weaken.The proportion of transferred pollution intensive industries is relatively high,which weakens the inhibitory effect of industrial structure change on pollutant emission.However,the technical factors are relatively complex,which have a positive effect on sulfur dioxide and nitrogen oxide emissions,but have a significant reduction effect on smoke and dust emissions,which may be related to the level of cleaner production technology in different industries.Undertaking place should make scientific industrial transfer undertaking plan,improve cleaner production technology of enterprises,continuously strengthen environmental supervision and industry access management,and implement chain green investment promotion mode.We should prevent pollution from the source,guide and promote the high-quality development of industrial economy.
