Since the reform and opening up,the local economy developed rapidly,and China’s overall economy had a qualitative leap,and this was inextricably linked to competition with local governments.Local government competition is derived from the background of special Chinese-style fiscal decentralization.The combination of economic decentralization and political centralization constitutes a Chinese-style fiscal decentralization,which forms a dual economic and political incentive for local government competition.Local governments unilaterally pursue economic development and promotion mechanisms,leading to waste of resources,environmental pollution and ecological damage.So,it is conducive to coordinating the financial relationship between the central and local governments,and it is also conducive to the sustainable development of man and nature.The research appears to be very meaningful.First of all,this article combs the literature related to domestic and foreign scholars and studies,defines and summarizes related concepts and theories,further reduces environmental pollution to air pollution,and and analyzed the effects of fiscal decentralization and local government competition behavior.And put forward two hypotheses for empirical testing.Secondly,using provincial panel data from 2008 to2017,using per capita air pollutant emissions as a measure of air quality indicators,using fixed effects models to empirically study the impact of fiscal decentralization and local government competition on air quality.Then,it is divided into three regions:East,Central and West,and analyzes regional differences through the dual fixed effects model.Finally,based on theoretical analysis and empirical research,policy recommendations that are conducive to atmospheric environmental governance and sustainable development are put forward.Recent results indicate that fiscal decentralization,local government competition and air quality index are all positively correlated,and they have passed the robustness test.It shows that the Chinese-style fiscal decentralization will bring pollution effects to the atmospheric environment.The increase in the scale of foreign direct investment has significantly increased the air quality indicators.This requires adjustments to the performance evaluation system of local governments,including green GDP in the evaluation indicators,and transforming local governments behavior.Secondly,the results of empirical research on regional differences show that fiscal decentralization has a positive effect in the eastern,central,and western regions,with the central region being the most significant,followed by the eastern region.The influence of local government competition on air quality is negative in the eastern and western regions,and positive in the central region. |
