| At present,our country’s railway construction has entered a period of large-scale and high-speed development.The environmental pollution and resource waste caused by railway construction cannot be ignored.Environmental impact assessment has the advantage of predicting environmental risks and provides a new way of thinking for environmental governance.The public participation link is of great significance to the reassessment of environmental problem solutions and the reconsideration of public participation attitudes.In recent years,the frequent occurrence of railway environmental avoidance incidents has seriously affected the stable development of society.With the awakening of public rights awareness,rights protection incidents have increased significantly,increasing the difficulty of government governance.Obviously,improving the public participation in environmental impact assessment system has become a top priority.Based on this,based on the theory of participatory democracy,the theory of multiple governance,and the theory of stakeholders,this article screened out 46 EIA reports on railway construction projects from the approval documents of the Ministry of Environmental Protection and carried out a questionnaire survey.Data,effective analysis of the environmental impact assessment of public participation in railway construction projects at this stage.First,investigate the current situation of public participation in the environmental impact assessment of railway construction projects.According to the railway construction project environmental assessment report,summarize the number of participants,the public information disclosure situation and the basic situation of public participation channels,and use questionnaires to provide feedback on public participation willingness,participation methods and information.Perform data statistics in three aspects to fully understand the current public participation in the environmental impact assessment of railway construction projects.Secondly,the investigation found that the public participation in the environmental impact assessment of railway construction projects has the following problems: the scope of participants is limited,the public participation is not enthusiasm,the form of participation is single,the rate of information adoption is low,and the design of evaluation indicators is not perfect.Such problems are mainly caused by factors such as inaccurate identification of participants,weak awareness of public participation,administrative costs restricting the choice of participation forms,the original management model affecting information feedback,and the imperfect indicator system.Finally,a targeted improvement path is proposed to improve the current status of public participation by rationally defining the participants,cultivating the awareness of participation,improving the forms of public participation,focusing on the results of information feedback,and establishing a reasonable evaluation index system. |
