Nature is the mother of life and the foundation of human life.With the continuous deepening of human exploration of nature and the development of economy and society,environmental problems have become increasingly prominent and become a global topic.In the context of socialism with Chinese characteristics,in order to solve the relationship between development and environment,it is necessary to focus on the key influencing factors of environment,top-level design and overall planning from the government level.To this end,choose the steel enterprises representing the level of industrialization in China as the entry point,mainly explore the basis of the government environmental regulation and the existing constraints are what What is the direction of environmental regulation? What mechanisms are being built to bridge the two?Based on this,through the method of literature research,the necessity of government regulation is analyzed from the theoretical aspects of environmental public product attributes,market failure,government failure and policies and regulations of enterprise environmental governance,and the leading position and role of government in environmental regulation is defined.In turn,through case analysis,Innovative governance is based on and measured by the theoretical framework of good governance,from the enterprise environment management in the government’s regulatory agencies,regulatory target,regulatory way,regulation effect and so on four dimensions of corporate environmental governance of government regulation has carried on the empirical analysis,made clear the government environmental regulation in the existing problems and gap.And then through the comparative analysis method,to industrial developed and reached the international leading edge in the field of environmental governance level of the United States,Japan,Germany reference for research object,explore its responsibilities in the government environmental monitoring configuration,the government’s target of environmental monitoring management,government environmental regulation way,government performance evaluation and so on four aspects of environmental monitoring results,has been clear about the responsibilities clear and effective regulatory body,based on the objective regulation strategy,process control,is suitable for national conditions,flexible and effective approach,and based on the process,multiple participation of the importance of performance evaluation in the government environmental regulation.Thus,it is proposed to "build a government environmental supervision power and responsibility system and a capacity-enhancing mechanism for government-enterprise cooperation,an integrated government supervision decision-making mechanism based on target management,and a " three-in-one " government integrated supervision operation based on government guidance,enterprise autonomy,and public participation.Mechanism,the government’s ‘full process’ environmental supervision evaluation and guarantee mechanism" solution to solve the current dilemma of the government’s environmental supervision.Figure 6;Table 5;Reference 60...
