The Current Situation Of Environmental Education In Jiangsu Province And Its Legislative Practice From The Perspective Of Ecological Civilization Strategy

Since the reform and opening up,China’s industrialization level has increased rapidly,which has brought about environmental pollution problems.The situation of air,water,soil and other environmental pollution prevention and control is more severe.The people’s voice for improving environmental quality is increasingly strong,and the constraints of ecological environment also limit the further development of China’s economy and society.In this context,a series of new ideas,new ideas and new strategies about the construction of ecological civilization came into being.In 2005,Xi Jinping put forward the green development concept of "green water and green hills" in Zhejiang.In 2012,the eighteen Party of the party made clear the strategic decision of "vigorously promoting the construction of ecological civilization";in 2017,the idea of "green hills and green hills is JinshanYinshan" was written into the party constitution;in 2018,the construction of ecological civilization was written into the constitution of our country,and the construction of ecological civilization was put on an unprecedented strategy.Height.As an important part of the construction of ecological civilization,environmental protection mainly relies on law,administration,economy,science and technology,publicity and education and other means to promote the implementation.However,more than 30 years of environmental governance practice in China has shown that only technology can cure the problem,but not the root cause.To solve the complex environmental pollution problem,we must mobilize the whole society to participate in and build the national action system of ecological environmental governance,only public Only when people’s environmental awareness is generally improved and environmental protection behaviors are consciously taken can environmental quality be truly improved and the strategic goal of ecological civilization be truly realized.Carrying out environmental education will help to improve the public’s environmental quality,and improve the attention and participation of all sectors of the society in the work of ecological environment protection and ecological civilization construction.Compared with the legalization degree and practical effect of environmental education in developed countries and regions,China’s environmental education is still in the primary stage of development,and the national environmental education laws have not yet been issued.Only Ningxia,Tianjin,Harbin and other places have made regional laws on environmental education.Most provinces and cities in China still rely on government policy documents to promote environmental education,which is a force Limited,normative and systematic,the whole work is in a state of dispensability and flexibility.Therefore,the lag of legislation seriously restricts the further development of environmental education.The economic and social development of Jiangsu Province is relatively developed.The economic and social development level of the three regions of South,central and North Jiangsu is not balanced,and the gap of environmental education work is also very large.In most regions,there are still problems such as insufficient force of environmental education work,low public environmental awareness,insufficient investment in environmental education funds,and weak environmental education teachers.A provincial environmental education local laws and regulations plays an important role in improving the environmental education level of the whole province,improving the environmental quality of the whole people,and promoting the implementation of ecological civilization strategy.This paper will use the methods of literature analysis,history,comparison and questionnaire to systematically collect and sort out the relevant information of ecological civilization strategy,and trace the development process of environmental education at home and abroad.The research content mainly includes:analyzing the role of environmental education and environmental education legislation in the implementation of ecological civilization strategy.This paper studies the level of environmental education in China,compares the data of three national public environmental awareness surveys in 1998,2007 and 2013,and analyzes the problems of public environmental awareness based on the survey results,so as to clarify the shortcomings of environmental education in China.At the same time,combined with the unique situation of Jiangsu Province and the characteristics of the public,this paper analyzes the level of environmental education in Jiangsu Province and the existing problems,and explores the relationship between the public environmental awareness and environmental education legislation in Jiangsu Province through the 2017 survey results of public environmental awareness in Jiangsu Province.This paper analyzes the practice of environmental education legislation at home and abroad,and gets enlightenment from the summary.According to the situation of public environmental awareness in Jiangsu Province,it is concluded that the local laws and regulations issued by the Legislature are more suitable for the current situation and public demand of Jiangsu Province.The basic legal framework of environmental education in Jiangsu Province is:legislative purpose,working principle,working system,environmental education scope,environmental education fund system,supervision measures and disciplinary mechanism.This paper puts forward three measures to ensure the smooth progress of the legislative process:strengthening the organization and leadership,investigation and research,publicity and launch.It also suggests that the administrative department should introduce three guarantee measures:breaking down and refining measures,using new technical means,and relying on the role of new media,so as to ensure the effective implementation of environmental education related laws and regulations.
