The railway station is the commander of the train organization.In recent years,with the gradual increase of train running speed and train density,higher requirements have been put forward for the safety management level and system construction of railway station sections.The operation process of train operators has the characteristics of 24-hour operation.Railway safety risk control management has become a key link to ensure the safety of railway transportation and prevent traffic accidents.At present,the safety risk identification of the railway vehicle operation system is mainly based on the research and judgment of the on-site operation link.There is a lack of risk research and judgment and management and control measures at the management level,and it is impossible to achieve unified closed-loop management.Through the research on the safety risk of railway train operation system,the paper comprehensively identifies the risk factors in the railway dispatching and command work,comprehensively analyzes the main causes and possible consequences,and then establishes a risk management and control list.This paper analyzes the typical safety problems in the transportation and production of a railway bureau group company and a directly affiliated marshalling station in the past 10 years,and uses the job hazard analysis method(JHA)and the safety checklist method(SCL)to further identify the approach of the damaged motor vehicle,59 safety risks such as rolling stock,train(shunting)derailment,and vehicle collision.The event tree analysis(ETA)is used to evaluate the current situation of safety management of train receiving and dispatching operations,shunting operations and construction operations in the railway running organization,and then a 5×4 risk matrix with 5 risk cause levels and 4 consequence levels is established.,summed up the four-level risk management and control list of major risks,major risks,general risks,and low risks in the risk management of railway vehicle operation safety risks.By building a dual prevention mechanism for safety risk control and safety hazard investigation and governance,scientific assessments are made on 59 risks in the four-level risk management and control list,and 189 and 205 are formulated according to the three levels of station section,workshop(station),and team group.,266 risk management and control measures,through hierarchical management and control of various safety risks,can effectively improve the level of on-site safety management,and further make the actual safety of the vehicle management system fully controlled.
