Research On The Problems And Countermeasures Of Environmental Sanitation Fine Management In A District Of Chengdu City

Urban environmental sanitation is an important part of urban public services,and it’s also an important indicator of citizens’ satisfaction with government work.As the urbanization accelerates rapidly and the delicacy management of environmental sanitation in cities continues to extend,the society has put forward higher demands on urban environmental sanitation.Consequently,it is urgent for the urban sanitation managers to improve their own abilities to tackle the problems and relive the pressure of urban sanitation management.This thesis,based on the status quo and problems of the delicacy management of environmental sanitation in A district,explores and proposes some countermeasures correspondingly,which is beneficial to both enrich the theory related and can provide some reference for the practice in delicacy management of environmental sanitation.The thesis collects and sorts out the basic theories and achievements of the academic community on the delicacy management of urban environmental sanitation by referring to and reviewing concerning literature and materials.After following and familiarizing the background and current circumstance of the delicacy management of sanitation in A District of Chengdu City and by adopting various methods including literature research,questionnaire survey and interview in the whole research,this thesis and then combines the theories of public goods,new public services,and delicacy management to analyze.And it finds that there are some problems in the delicacy management of environmental sanitation in A District of Chengdu City,which includes: unsound management system,insufficient supporting facilities of sanitation,hurdles in the supervision of garbage sorting,low public participation,and few application of intelligent products.Also,by referring to relevant materials it collects,this thesis conducts one-on-one interviews with sanitation managers,sanitation workers,and local citizens,and foreign tourists,and concludes that the reasons for the above problems mainly are: weak awareness of delicacy management,insufficient funding for sanitation,lax enforcement of garbage sorting,insufficient public participation in publicity,and underdeveloped intelligent software.This thesis also explores and proposes responding countermeasures and suggestions on how to solve the existing problems in the delicacy management of environmental sanitation in A District of Chengdu City by learning the advanced experiences of sanitation management both in China and abroad.The thesis finds that firstly,based on the study of the delicacy management of sanitation,it is necessary to clarify the the content and responsibilities of urban delicacy management of sanitation,and the quality training of sanitation personnel should be strengthened,so as to enhance the professional level of sanitation team.Secondly,based on the study of the new public service theory,the arrangement and layout of the sanitation infrastructure should be in a scientific and reasonable manner,and the construction of supporting facilities of sanitation should be accelerated,so as to meet the needs of public service for urban development.Thirdly,on the basis of the study of the establishment of environmental sanitation management system and mechanism,the market-oriented operation rules should be implemented and improved,and the sanitation supervision and assessment process should be more scientific and standardized,so as to promote high quality and efficient implement of urban sanitation management.Fourthly,based on the study of public participation,activities like promoting sanitation management in communities should be carried out,and the public should be encouraged to participate in,so as to create a good social atmosphere,broaden the channels of the public supervision and participation,and enhance public satisfaction.Fifthly,based on the study of intelligent urban management,the intelligent application software should be created and applied,the process of management should be more comprehensive and digitized.The intelligent management methods should be publicized to the public,so that more citizens can understand and easily apply intelligent tools.
