| Water transport has the characteristics of large carrying capacity,energy saving and environmental protection,and low freight.It has become the main mode of transport of dangerous goods.The inland water network of Jiangsu Province extends in all directions,and the water transport of dangerous goods accounts for a relatively large proportion.At the same time,the influencing factors that involved in the water transport of dangerous goods are complex and diverse,and safety issues are prominent.Once an accident occurs,it will cause heavy casualties,property losses,and environmental damage.Carrying out the assessment and research on the safety ability of the employees in the waterway transport of dangerous goods plays an important role in improving the safety awareness and skills of employees,reducing unsafe behaviors of operators,reducing the possibility of accidents caused by human factors,and improving the safety management level of dangerous goods shipping companies.This will help the implementation of the "Safe Transport" and "Three-Year Action Plan" in Jiangsu Province.First of all,combined with the current status of the waterway transport industry of dangerous goods in Jiangsu Province,on the basis of fully analyzing the interrelationship between safety ability and safety behaviors and accidents,the factors of safety competency of employees in the water transport of dangerous goods are summarized from three aspects:consciousness,psychology,knowledge and skills.The Iceberg Theory is applied to in-depth analysis of the six dimensions that affect the safety ability,namely the degree of attention,accident experience,safety knowledge,safety skills,personal psychology,and occupational psychology,and the influencing factors of the safety competency of the employees in the water transport of dangerous goods are initially identified.Secondly,on the basis of preliminary identification of the factors affecting the safety competency of the employees of the water transport of dangerous goods,for different positions,a survey questionnaire is designed and compiled for the crew of dangerous goods waterway transport and loading and unloading operators,and the SPSS software was used in the survey results to verify the reliability and consistency of the survey data.The structural equation modeling is introduced to screen the influencing factors of the safety competency of the employees in the water transport of dangerous goods,and the evaluation index modeling of the safety competency of the frontline employees is established.Aiming at the fuzziness of indicators and the grayness of the evaluation process,an improved gray target modeling evaluation system based on fuzzy analytical hierarchy-entropy weight method is proposed.The combined weight method is used to combine the subjective and objective weights obtained by the fuzzy analytical hierarchy and the entropy weight to replace the weight calculation of the gray target,and reclassify the bullseye degree of the safety competency with reference to the distribution function of the industry.By improving the traditional gray target theory,the accuracy of the evaluation results and the objectivity of the evaluation are ensured.Taking a port area of Nanjing Port as an example,based on the safety education and training platform for employees in the water transport of dangerous goods in Jiangsu Province,the safety competency of four frontline employees were tested.Use the constructed safety competency index modeling and the gray target modeling evaluation system improved based on the fuzzy analytical hierarchy-entropy weight method,and bring it into the target graph to rank the safety competency evaluation results of the practitioners.It enhances the intuitiveness of safety competency evaluation,and proposes suggestions and countermeasures for improving the safety competency of practitioners based on the evaluation results.The results show that the actual situation of the employees’ safety competency is consistent with the evaluation results,which can provide a reference for scientific personnel safety education and training for dangerous goods waterway transport enterprises. |
