Study On The Management Of Stray Dogs In Wenzhou City

In recent years,due to the improvement of China’s economy and people’s life,the number of pet dogs is also rising.This has led to more pet dogs being lost and abandoned,which has led to a sharp rise in the number of stray dogs.The number of stray dogs in China has exceeded 40 million,causing social problems such as the spread of disease,environmental pollution and the accidental eating of “poisoned dog meat”.At the present stage,the government hopes to greatly improve the level of social construction.As a serious social problem,how to govern stray dogs in a targeted manner will become the important factors to maintain the stability of social security.Taking Louqiao Sub-district in Wenzhou city as an example,this paper investigates and analyzes the management problems of stray dogs based on the sustainable development theory and externality theory of new public management theory by using literature research method,questionnaire method and experience reference method Through the questionnaire survey,the public’s opinions on the existing stray dog management issues are understood,and the deficiencies in the management of stray dogs are further explored.100 questionnaires were distributed,of which 95 was valid,with an effective rate of 97.9%.Through investigation,it is found that there are still many problems in the management of stray dogs,including the lack of legal construction in the management of stray dogs,the imperfect selling and raising system of pet dogs,the inability for non-governmental organizations to play an effective role in stray dog management,and the lack of model innovation in the management of stray dogs.In view of the above problems in the management of stray dogs,based on the advanced experience at home and abroad,this paper puts forward three countermeasures,including strengthening the legal construction of stray dog management;Improve the dog management regulations and the introduction of pet dog sales management system;Actively play the role of non-governmental organizations in stray dog management.Some suggestions on how to innovate the management model of stray dogs were put forward.It is hoped that the research of this article can provide reference and help Wenzhou to improve the management of stray dogs in the future.
