Study On Ecological Compensation Model Of Shengjinhu Wetland

As a national nature reserve,Shengjin Lake Wetland in Anhui Province is rich in natural resources and provides a wintering ground for migratory waterbirds such as cranes.Before Shengjinhu Wetland Reserve was established,human activities had gradually intensified to the point that they exceeded the carrying capacity of the wetland.Residents engaged in agriculture,aquatic and other activities,resulting in the fragmentation of the spatial distribution of wetland,the habitat space of waterbirds is also affected.With the destruction of wetland water and soil and other natural resources,waterbirds and farmers are forced to form a set of conflict of interests,which is manifested as: farmers’ loss of interests due to wintering waterbirds foraging in farmland and farmers’ expelling and killing of waterbirds lead to the decrease of waterbirds number.Based on this,this paper summarized the existing problems in the study area and concluded the necessity of ecological compensation by studying the advancement of ecological compensation in Shengjin Lake wetland.The three core elements in the construction process of ecological compensation model,namely "who compensates who","how much compensation" and "how to compensate",are analyzed,and then the ecological compensation model suitable for Shengjin Lake wetland is studied,so as to serve as a reference for Shengjin Lake wetland in the selection of ecological compensation model.In the analysis of the status quo,according to the relevant image data of the study area,the changes of different types of land use in Shengjin Lake were analyzed.The results showed that the land use area of bird habitat type decreased significantly,the state of wetland continuously worsened,and the number of cranes decreased.In terms of "who compensate",by building up the golden lake wetland ecological compensation of static game model,the rose golden lake wetland ecological compensation defining the various stakeholders,according to the behaviors are divided into protected the government and the use of the government,the result of decision combination into the "prisoner’s dilemma",this play functions of the central government,formulate constraints and encourage factor,When the decision behavior of the central government reaches the corresponding conditions,the decision combination of the two types of governments will get rid of the "Prisoner’s Dilemma",and realize the decision combination of the protective government taking the protection behavior and the user government taking the compensation behavior.In terms of "the amount of compensation",the quantitative index of damaged crops was calculated by using the market value method,and the compensation amount per unit area of different types of damaged crops was finally obtained by calculating crop types,damaged area,average damaged rate and crop purchase price.In terms of "how to compensate",this paper analyzes the successful experience of Poyang Lake and Haba Lake wetland ecological compensation,and learns relevant ecological compensation methods.Finally,in terms of the selection of ecological compensation mode,through the analysis of the matching degree between the three elements and the mode,the comprehensive ecological compensation mode of Shengjin Lake wetland was determined,and the relevant compensation supporting mechanism was constructed at the same time.
