| Over the past 40 years of Economic Reform and Open up,China’s remarkable achievements in economic development have also caused great environmental pressure,according to the Bulletin on the State of China’s Ecological Environment 2019,180 of337 cities at the local level and above have exceeded the standard of environmental air quality,while air pollution in Beijing,Tianjin,Fujian and Yangtze River Delta regions remains severe.Therefore,how to deal with the relationship between air quality protection and economic development is an important problem to be solved in order to promote the ecological environment protection and high-quality economic development.In this context,this paper first uses Arc GIS treatment to obtain the concentration of PM2.5in Chinese cities,and analyzes the current situation of environmental governance and haze pollution in China.The theoretical model is constructed to analyze the reasons for the formation of environmental governance interactive of local government strategy from the competitive perspective of local government,then to analyze the effect of haze governance affecting the total factor productivity from resource allocation effect,innovation compensation effect and pollution heaven effect.The urban data are matched with the data of Chinese industrial enterprises,the interactive form of local environmental governance strategy is tested by using the two-region spatial Durbin model,and the spatial lag of X model with two stage least square method is used to examine the influence of haze governance on total factor productivity,then the conduction mechanism is verified.The empirical results show that:With the addition of environmental performance assessment,the environmental governance strategy of geographically adjacent cities has gradually changed from“race to bottom”to“imitation”form,that is,the neighboring government to strengthen(weaken)governance,local government also strengthens(weaken)governance intensity,and haze governance under the form of relatively competitive imitation is more conducive to promoting the total factor productivity among cities.Compared with middle western area,the strategic interaction among cities in eastern area is more obvious,and haze governance also produces positive local and negative neighborhood effects on total factor productivity.In industries and enterprises,the negative neighborhood effect of haze governance is mainly concentrated in high-polluting industries and non-state-owned enterprises.To explore the reasons,it is found that strengthening the resource allocation effect and innovative compensation effect of haze governance is conducive to the improvement of total factor productivity among cities,reducing the pollution heaven effect of haze governance is not conducive to the improvement of total factor productivity among cities.Therefore,haze governance should be planned and coordinated to effectively avoid the“gap”among cities and promote long-term total factor productivity growth. |
