Research On The Impact Of Environmental Regulation On High-quality Economic Development From The Perspective Of Industrial Structure Upgrading

For a long time,China’s economic development has been prioritizing growth over environmental protection,and environmental deterioration will inevitablybite back at economic growth.The Chinese government has realized this problem.In the report of the 19 th National Congress of the Communist Party of China,it was proposed that to achieve high-quality economic development,governments at all levels must act to formulate policies on environmental protection,so that the ecological environment and high-quality economic development can achieve a win-win situation.The upgrading of industrial structure is the basis of high-quality economic development,and environmental regulation can affect high-quality economic development through the upgrading of industrial structure.Therefore,this paper takes the upgrading of industrial structure as the thresholdvariable,establishes the panel threshold model,and studies the impact of environmental regulation on high-quality economic development.First,the paper defines the concepts of environmental regulation,high-quality economic development and industrial structure upgrading.Secondly,the index system of high-quality economic development is constructed from six dimensions of economic growth,innovation,coordination,green,open and sharing.The coefficient of variation method and linear weighting method are used to calculate the weight of indicators and the high-quality economic development index.The results show that: from the perspective of weight,Innovation was the main factor in China from 2006 to 2012,and green development was put in the first place only after 2012.From the point of high quality and economic development index,nationally,China’s 30 provinces（except Tibet）of high quality and economic development index in greater volatility,in high quality during the period of Beijing economic development index forever in the first place in guangdong,Shanghai,tianjin,zhejiang,fujian,well ahead of other provinces in eastern,central and western regions,China’s high-quality economic development index shows that the eastern region is stronger than the central region,and the central region is stronger than the western region,but the gap between the high quality economic development level of central and western China is gradually narrowing in recent years.Next,this paper uses balanced panel data of 30 provinces（except Xizang）in China from 2006 to 2019 to build a panel threshold regression model to study the threshold effect of environmental regulation on high-quality economic development.The results show that there is a single threshold effect in the whole country and the east,but no threshold effect in the central and western regions.There is no regional heterogeneity in the relationship between environmental regulation and high quality economic development.From a national perspective,when the upgrading level of industrial structure exceeds the threshold,the promotion effect of environmental regulation on high-quality economic development changes from insignificant to significant,and the effect is also significantly enhanced.For eastern China,when the industrial structure upgrade exceeds the threshold,the role of environmental regulation in promoting high-quality economic development has been greatly improved.For the central and western regions,the upgrading of industrial structure inhibits the role of environmental regulation in promoting high-quality economic development.Finally,according to the research conclusions and combined with the actual situation,some policy suggestions are given.I.Promote regional economic quality and efficiency,and balance high-quality economic development among regions.Second,strengthen the formulation and implementation of environmental regulations by the government.Third,the phenomenon of "one size fits all" in the formulation and implementation of environmental regulations should be avoided.Optimizing industrial structure in light of local conditions achieve a double-win situation.
