Study On Multi-subject Collaborative Treatment Of Communiity Waste Classification In Suzhou

The classification and treatment of community waste is of far-reaching significance.It is not only an important indicator to measure the modernization development of a city,but also an important link to promote social harmony and enhance residents’ happiness.As early as the 18 th CPC National Congress,the party and the state have attached great importance to social governance and issued a series of targeted policy documents,especially emphasizing the improvement of people’s quality of life through waste treatment.Among them,"garbage siege" has become the talk of people after dinner,and garbage treatment has become an urgent problem.Although many cities have realized the importance of community waste classification and management and issued supporting policies for implementation,they did not pay attention to the coordinated management of multiple subjects,resulting in poor results.In addition,China’s urban development is uneven and there are differences in the level of regional economic development.Even in the same city,there are differences in the development of different districts and counties,resulting in the phenomenon of Jiulong water control in waste classification.At this stage,a universal garbage classification and treatment model in line with the coordinated treatment of multiple subjects of China’s urban development is ready to emerge.Based on the synergy theory and the "three helix theory",this paper starts with the multi subject,and deeply analyzes the decision-making of multi subject synergy in the classified treatment of municipal solid waste in urban living communities from generation to treatment.The multiple subjects composed of the government,social organizations,enterprises and the masses have made some achievements in the implementation of community waste classification and treatment in Suzhou,but there are still some deficiencies,such as the difficult implementation of policies formulated by the government,the lack of professionals in social organizations,the narrow way of enterprise participation,the deviation of people’s cognition,and the poor coordination of multiple subjects.This paper will explore whether the "triple helix model" is applicable to Suzhou,creatively put forward the "triple helix" of "1 + 1 + n" dynamic change.
