Research On The Impact Of Environmental Regulations On The Quality Of Economic Growth In Southwest China

Southwest China faces the pressure of coordinating environmental protection with the improvement of the quality of economic growth.It needs to pay attention to protecting the environment while vigorously developing the economy,in order to achieve long-term sustainable economic development.At present,my country has already implemented environmental regulation.However,there are few relevant studies on the status of environmental regulation in the southwest region and whether the environmental regulation in the southwest region has an impact on the economy,and how this impact occurs.How regulation affects the quality of economic growth is of great significance to the realization of the dual goals of environmental protection and sustainable high-quality economic growth in Southwest China at this stage.This paper mainly studies how environmental regulation in Southwest China affects the quality of economic growth through a combination of theoretical analysis and empirical testing.First,it sorts out relevant environmental regulation theories and economic growth theories,and analyzes the effects and paths of environmental regulation on the quality of economic growth.Secondly,on the basis of previous research,establish a measurement index system for the quality of environmental regulation and economic growth in Southwest China,and then measure the quality of environmental regulation and economic growth in Southwest China from 2003 to2019,so as to analyze the relationship between environmental regulation and economic growth quality in Southwest China.Based on the development status,further analyze the spatiotemporal evolution of the coupling coordination degree between the environmental regulation system and the economic growth quality system in the southwest region,and reveal the characteristic pattern of its spatiotemporal evolution.Thirdly,using the panel data of Southwest China from 2003 to 2019 and using fixed effect model,threshold model,mediation effect model,and simultaneous equation model to empirically analyze the direct,indirect and two-way effects of environmental regulation on economic growth quality in Southwest China.Finally,adopt the robustness test methods of replacing core variables,introducing instrumental variables,and quantile regression to test the conclusions drawn from the empirical part.The research results show that:（1）The environmental regulation level of the four southwestern provinces shows an upward trend as a whole,the pollutant discharge and pollutant treatment level show an increasing trend with fluctuating trends,and the economic growth quality of the four southwestern provinces shows a steady improvement.In terms of different dimensions,the development of the four provinces is balanced.（2）The overall level of coordination between environmental regulation and economic growth quality in the four southwestern provinces is relatively low and shows an upward trend,and the coordination type shows a"path-dependent" trend.The spatial evolution of coupling coordination degree types in the four southwestern provinces is small,showing a balanced development as a whole,showing a pattern of "evolution of "low in the north and high in the south to high in the north and low in the south".（3）Environmental regulation in Southwest China has a positive U-shaped impact on the quality of economic growth,with a single threshold effect.It is favorable for the southwest region to implement a higher intensity（greater than 1.1003）of environmental regulation intensity,and the single threshold value of environmental regulation in the southwest region is 1.1003.Human capital and scientific research expenditures can have a significant positive impact on the quality of economic growth,while government intervention and foreign investment hinder the improvement of the quality of economic growth.（4）Environmental regulation in Southwest China affects the quality of economic growth through two paths of industrial structure optimization and technological progress.Among them,the effect of environmental regulation on the quality of economic growth through the path of industrial structure optimization is 31.97%,and the effect of environmental regulation on the quality of economic growth through the path of technological progress is 26.69%.（5）The influence of environmental regulation and the quality of economic growth in Southwest China is bidirectional.The quality of economic growth affects environmental regulation through income effect and ratchet effect.（6）There is quantile heterogeneity in the impact of environmental regulation on the quality of economic growth in Southwest China.The effect of environmental regulation on the quality of economic growth in low quantiles is not significant,but it has a significant effect on the quality of economic growth in high quantiles.Finally,from the three aspects of overall layout,operation mode and implementation path,it is proposed that the southwest region should deepen the construction of environmental regulation system and improve the guarantee of environmental regulation system;implement strong environmental regulation to ensure the implementation of environmental regulation;A win-win proposal for environmental protection and quality improvement of economic growth.
