Optimal Allocation Of Rehabilitation Medical Resources In Shanghai Under The Background Of Aging

With the aggravation of the population aging process and the increase of the chronic diseases in the old population,the rehabilitation of the elderly population in the acute phase is becoming more and more serious,and even the timely and effective rehabilitation will seriously affect the elderly Self-care ability and quality of life.In this context,the elderly rehabilitation has become the focus of attention and the whole society.Shanghai is the first city to enter the aging population,and the growing trend of aging process and the rate of the chronic disease will increase social need of rehabilitation medical.Although the Shanghai health indicators have reached the average level of developed countries in the world,the rehabilitation medical resources is far from meeting the growing demand for rehabilitation services of the elderly population.The rehabilitation medical resources is the important element to provide good rehabilitation medical services.The paper aims to improve the quality of rehabilitation services for the elderly,to meet the needs of the elderly and to respond to the aging of the population actively.In the process of research,firstly,panel data and social research are used to analyze the present situation of population aging and the supply and demand of rehabilitation medical resources in Shanghai,and summarizing the existing problems in the allocation process of rehabilitation medical resources.Secondly,from the perspective of increment and stock,paper design the scheme of rehabilitation medical resource allocation.The gray model,exponential smoothing method and weighted average combination model are used to forecast the demand of human resources and material resources of rehabilitation medical care in the short term.And constructing the conceptual model of effective allocation of rehabilitation medical resources under the guidance of structural functionalism and system theory.Finally,the author puts forward some countermeasures and suggestions to optimize the allocation of rehabilitation medical resources,improving the utilization efficiency of rehabilitation medical resources allocation,and meeting the needs of the elderly forrehabilitation medical services,improving the quality of life of the elderly and realizing the health of the elderly.Through the above research,the conclusions drawn in this paper: Firstly,the lack of rehabilitation of medical resources and rehabilitation of primary health care services is obvious in Shanghai.Secondly,the paper analyzes the disposition of rehabilitation medical resources in Shanghai with the combination of quantitative and qualitative methods.It is found that the allocation of rehabilitation medical resources should be increased,and the internal structure of rehabilitation medical resources should be rationally adjusted to improve efficiency of medical resources.Third,from the point of view of resource stock allocation,we should strengthen the effective linkage between rehabilitation medical institutions,improving the professional quality and service level of rehabilitation personnel,and increasing the input of financial resources.Optimizing the allocation of rehabilitation medical resources should also rely on the government’s encouragement and policy support.
