The Evaluation Of Implementation Effect Of Health Poverty Alleviation In Poor Areas Of China

To reduce poverty is a long-term goal that worldwide authorities have attached importance to and strive for it.China has been committed to poverty alleviation and development,achieving remarkable results in tackling poverty.By the end of 2017,the number of rural poor population in the country had decreased from 98.99 million in 2012 to 30.46 million,a cumulative decrease of 68.53 million,while the poverty incidence fell from 10.2% to 3.1%.However,the problem of health poverty in the vast rural areas is still very prominent,which makes illness-related poverty become the main factor for the emergence and existence of poor population in China.To ensure the basic medical and health services for the impoverished people,the construction of a healthy China and the reduction of illness-related poverty,China has implemented a comprehensive health poverty alleviation project to promote targeted poverty alleviation.In the context of the realistic situation,the thesis selects Xiaochang county—a poverty-stricken county in Hubei Province as a typical case based on literature research and theoretical research.The thesis also conducts a scientific and effective evaluation on the implementation effect of health poverty alleviation in Xiaochang county by elaborating the policies and measures of health poverty alleviation and constructing an evaluation system that apply entropy method and TOPSIS method.The results show that in the implementation of health poverty alleviation project in Xiaochang county of Hubei province,the overall health level of the region,the medical care level of the poor population,the medical and health service capacity and the supply level of preventive care services have been improved during the period of 2016-2018,but not every index value is optimal in these three years.According to the field research,it demonstrates that some problems still exist in the implementation of health poverty alleviation project in Xiaochang county,including insufficient financial sustainability,lack of high-quality medical and health personnel,inadequate health care system reform and imperfect coordinated promotion mechanism.The implementation effect of health poverty alleviation in Xiaochang county of Hubei province is the epitome of the general promotion of health poverty alleviation projects in poverty-stricken areas of China.Therefore,in order to further optimize the implementation effect of health poverty alleviation in poverty-stricken areas,the thesis believes that we should maintain the sustainability of health poverty alleviation funds by increasing income and reducing expenditure,strengthen the construction of medical and health talents,control the unreasonable growth of medical expenses with multiple initiatives and establish a coordinated mechanism for health poverty alleviation.At the same time,we can gain beneficial experience of developed countries in safeguarding the health of low-income groups,so as to give full play to the important role of health poverty alleviation in winning the battle against poverty.
