Medical insurance has played a positive role in alleviating the problem of "poverty caused by illness" and "returning to poverty because of illness ",improving the efficiency of medical resources utilization and the health level of the insured, expanding the coverage of medical services, but there are also some negative effects, the most important of which is the moral hazard in advance caused by medical insurance. From another point of view, the purpose of this paper is to study whether medical insurance can induce health risk behavior(smoking, excessive drinking and infrequent exercise),to verify the existence of prior moral hazard,to provide new ideas and suggestions for the development of medical insurance insurance.Using the data of China Health and Pension Tracking Survey(CHARLS)in 2011,this paper first uses the Probit probability model to study the influence of social basic medical insurance on smoking, drinking and and non-exercise behaviors of middle-aged and elderly people, and then uses the propensity score matching method(PSM)to deal with the problem of endogenous and selective bias in the samples. We also study the health risk behaviors of the insured and non-insured under different household registration types using the propensity score matching method, and pay attention to the heterogeneity of the health risk behaviors of the social basic medical insurance for the middle and old people. In order to further study the mechanism of social basic medical insurance on the health risk behavior of middle-aged and elderly people, this paper takes the perception of living standard as a mechanism variable to verify the mechanism of social basic medical insurance system affecting the health risk behavior of middle-aged and elderly people. This paper found that the probability of drinking and not exercising behavior of middle-aged and elderly people participating in social basic medical insurance is higher than that of uninsured middle-aged and elderly people, but it has no significant effect on smoking behavior. After taking part in the social basic medical insurance, the probability of drinking and not exercising in the non-agricultural household insurance group was higher than that in the agricultural household insurance group, and also had no significant effect on smoking behavior.Based on the research conclusions of this paper, the corresponding suggestions are put forward to promote the sustainable development of medical insurance in China.
