| Since the launch of the “New Medical Reform” in 2009,it has continued to deepen the advancement of medical reform and is committed to optimizing the health financing structure and improving the accessibility of residents’ medical services.At the macro level,in order to achieve the strategic goals of “Everyone has access to basic medical and health services” and“There is a cure for diseases” in 2020,the new medical reform has clearly defined the government ’s leading role in the field of health equity,and gradually increased the proportion of government health expenditure to 30.At the same time,continue to promote universal medical insurance,continue to increase the reimbursement ratio of various medical insurance,and reduce the burden of individual medical treatment.So,is the burden of medical expenses paid by individual residents reasonable? Relative to the level of economic income,what is the contribution of residents to health financing and how do they feel about the equity of health financing? Based on this,this paper uses the data from the Comprehensive Survey of Chinese Social Situation(CSS)to explore the equity of residents’ health financing from a micro perspective.This article is based on the idea of "status quo description-empirical analysis-conclusions and recommendations",taking residents ’health financing as the research object,taking residents’ health financing equity as the research scope,combining CSS survey data,and applying the World Bank’s recommended health equity measurement.Software ADe PT 6.0,to study the equity of residents’ health financing.From the perspective of analysis,based on a micro perspective,a multi-level comparative study is conducted to explore the fairness of residents’ health financing channels at different economic levels and different spatial dimensions.Methodologically,first,divide the economic income into five groups,and consider the financing contribution rate(HFC)of people of different economic levels;second,based on this,use the Kakwani index and Lorentz curve to analyze various residents’ health financing channels In order to judge the fairness of residents ’health financing,the third is to use the redistribution effect decomposition method(RE)to conduct vertical and horizontal fairness subdivision and evaluation of the equity of residents’ health financing.This study finds that: first,the overall health financing of residents is unfair,and only tax funding is progressive;second,the unfairness of personal cash health spending is the main cause of unfair health financing;and third,the difference between urban and rural health financing Large,urban residents’ health financing is better than that of rural areas.Fourth,the development of health financing for residents in the eastern,central and western regions is more balanced.Based on the above research findings,this article proposes to reduce the income gap of residents,reduce the personal cash expenditure burden,and develop diversified health financing channels to optimize the health financing structure of residents and improve the fairness of health financing. |
